Subject : Consider Appropriation of $1, 500 for Employee
Recognition Activities
Every year, some of the City employees organize to have a holiday
dinner in December. The cost of the dinner has been borne
primarily by the employees . In the last few years, the dinner
has been used to recognize employees for their contributions to
the community and City organization, however, the motivational
impacts have been lessened by relatively low turnouts . It is
hoped that by reducing the cost for employees we can get more to
attend and make use of the annual dinner to bring the
organization closer together, and to honor those who have put
forth extra effort to serve the community. It may also encourage
more part-time employees to attend.
The Oxnard Hilton Hotel has been reserved for Friday evening
December 10, 1993 . The banquet room adjoining their lounge will
be used. Dinner is planned along with presentations of awards
and other recognitions .
It is our objective to limit the price of tickets to the ten to
fifteen dollar range for employees, Sheriff ' s department
employees, Council Members, Commissioners and their guests . We
would seek some support from private sponsors which could include
a cash donation to the effort . Charles Abbott and Associates has
donated $250 . 00 and Urban Futures donated $100 as our initial
sponsors .
Based upon our preliminary information we would have 70 - 80
employees and guests in attendance . It is requested that a
budget of fifteen hundred dollars be established. This would
include the offset of the dinners estimated at $15 . 00 each and
three hundred dollars for decorations, awards, and other
supplies . No City funds would go toward the purchase of
alcoholic beverages .
This appropriation would be from the General Fund reserve to the
employee recruitment and recognition line item in Administrative
Services . This line item is traditionally used to account for
expenditures of this type throughout the year.

The Budget and Finance Committee (Mayor Lawrason and Mayor Pro
Tem Montgomery) reviewed this request at their meeting of October
11, 1993 . They concur with the staff ' s recommendation and
encouraged the search for sponsors and recommended the same
consideration on ticket prices for all employees ( full-time and
part-time) as well as elected and appointed officials . It was
noted that public employees of other agencies such as the
Sheriff ' s Department should also receive the reduced ticket
prices, but private-for-profit contractors should pay the higher
dinner and room rental price .
Recommendation (Roll Call Vote Required)
Staff and the Budget and Finance Committee (Mayor Lawrason and
Mayor ProTem Montgomery) recommend the appropriation of $1, 500
from General Fund Reserve to Employee Recruitment and Recognition
line item 01 . 4 . 117 . 639 for employee recognition activities .
