SUBJECT: Consider Report Evaluating the Possible Realignment of
Virginia Colony Place
BACKGROUND
Last August the City Council authorized the preparation of an
Alignment Study to evaluate the possible realignment of Virginia
Colony Place in order to increase the size of Virginia Colony Park
(see Exhibits 1 , 2 & 3) .
DISCUSSION
A. Realignment Study
Attached is as Exhibit 4 is a copy of the above mentioned report
prepared by the City Engineer. Staff agrees with the
conclusions reached in that report, that realignment is not
feasible.
B. Committee Recommendations
At their November meeting the Public Work, Facilities and Solid
Waste Committee considered the above report and decided to
recommend to the City Council that the alignment of Virginia
Colony Place remain unchanged and that consideration be given to
the installation of landscaping in the parkway at the southwest
corner of Condor Drive and Virginia Colony Place.
C. Parkway Landscaping
It is recommended that the City proceed with efforts necessary
to allow for the future installation of landscaping improvements
in the parkway located at the southwest corner of Condor Place
and Virginia Colony Drive. It is also recommended that a Zone
of Benefit, consisting of the properties within the Condor Drive
Industrial Park, be established to fund the design, construction
and future maintenance of these and possible other improvements.

D. Failure to Perform
The Conditions of Approval for the Industrial Park required the
construction and maintenance of landscaping improvements in this
parkway and other areas in the industrial park complex. Some
landscaping improvements were installed. And although a POA was
established to provide for long term maintenance of these
improvements, that association failed to provide adequate
maintenance and the landscaping which was installed eventually
died. Adding this area to Assessment District AD84-2 will
provide the mechanism needed to assure long term funding of the
maintenance of these areas.
E. Ownership
The subject parkway is within the Los Angeles Avenue right-of-
way. As such it is the property of Caltrans until such time as
this segment of street is relinquished to the City.
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1 . Approve the present alignment of Virginia Colony Place.
2 . Direct staff to develop a project for parkway improvements at
the southwest corner of Virginia Colony Place and Condor Drive.
3 . Direct staff to include this project in the FY 1994/95 Budget
for AD 84-2 funding.
4 . Direct staff to develop a new Zone of Benefit for AD 84-2, to
include the properties within the Condor Drive Industrial
Center, to fund these improvements and the maintenance of same.

SUBJECT: Virginia Colony Place Realignment Study
This study was undertaken in accordance with Council action of 8/4/93 to more
accurately assess the feasibility of realigning this portion of the roadway and
determine preliminary costs.
Opportunities exist with realignment to :
improve traffic safety in this vicinity
implement General Plan goals
increase useable recreational area of the City
improve aesthetics in this vicinity
The following report was prepared by review of readily available documents and other
resources in the City, by visit and inspection of the site, from general knowledge of the
traffic and transportation related needs of this immediate locality and the City and,by
application of civil and traffic engineering principals. No traffic or transportation
planning studies were conducted, no accident analysis was made, no topographic
survey was made and no title report was obtained, as all were beyond the scope of
this report.
Virginia Colony Place, through the limits considered(Condor Drive southerly to the
Southern Pacific Railroad right of way), provides one travel lane each way for two-way
vehicular traffic with no restrictions for on-street parking nor special provisions for
pedestrians or bicyclists. Access to two lots - both on the west side, one north and one
south of Avenida Colonia is provided directly from the street. Virginia Colony Park is
immediately adjacent to the east and currently on-street parallel parking provides the
only parking and access for this small City park. This right of way serves as a public
utility corridor for existing underground and overhead facilities. The roadway provides
for surface conveyance of drainage from a limited tributary area.

From Condor Drive to Avenida Colonia the pavement is approximately 36 feet
wide.with a sidewalk bordering on the east providing level access to Virginia Colony
park. A variable width roughly landscaped, and generally not maintained, area is on
the west and further to the west there is approximately 20 feet of additional pavement
which provides access to the driveway of the property north of Avenida Colonia.
Southerly of Avenida Colonia the pavement narrows to approximately 20 feet wide
with an 8-10 foot unpaved shoulder on the west and small embankment rising on the
east beyond which is clear access to the park.
This roadway(Virginia Colony Place) presently carries a very low volume of vehicular
traffic and serves as a route for a limited population. Trip demand growth on this
local(residential) collector is likewise limited as the General Plan shows the area
served as single family residential that is presently built-out and open space which
allows a maximum of one residence per 40 acres.
Though remote, it is conceivable that a portion of the open space area, southerly of
this study area, could be changed by a future specific plan. Such change then might
provide for other land uses and a greater population density. Potentially a by-pass
connection could be planned to provide route continuity between New Los Angeles
Avenue from the south(at its undercrossing of SR23) to Los Angeles Avenue
northerly(at its intersection with Condor Drive) passing through the study area. This
potential is not considered likely in the foreseeable future and not considered as a
factor in this realignment study.
Virginia Colony Place presently makes a "T" intersection with Condor Drive at
approximately 100 feet easterly of the Condor Drive "T" intersection with Los Angeles
Avenue. Virginia Colony Place is now controlled by a stop sign at this location and no
street lighting is provided for this intersection. This intersection is considered as the
northerly limits of this study. Although any final design of improvements is likely to
require some modification of at least the southerly curb line and portion of pavement
on Condor Drive and perhaps a very small portion of Los Angeles Avenue.
Condor Drive is likewise a local(commerciaVindustrial) collector that carries a
moderate low volume of traffic. Trip demand growth on this street is also limited,
though some potential does exist, but is not foreseen to increase beyond its capacity
as a local collector. The Condor Drive intersection with Los Angeles Avenue(Major
Arterial and state Route), however, has a significant accident record. Currently new
stripping is being considered at this intersection with Los Angeles Avenue and the
improvements will reflect on the intersection with Virginia Colony Place.
Also Avenida Colonia(local residential collector) makes a "T" intersection with Virginia
Colony Place at approximately 220 feet southerly of its intersection with Condor Drive.
Avenida Colonia is now controlled by a stop sign at this location. This intersection is
illuminated by a street light on the east side of Virginia Colony Place across from the
approach lane of Avenida Colonia. New improvements(curb, gutter, pavement and

sidewalk) to Avenida Colonia have recently been completed to the west of this
intersection. This intersection is considered within the limits of this realignment study.
Further to the south(approximately 150 feet) Virginia Colony Place crosses the
Southern Pacific Railroad right of way and single/double tracks at grade and is
controlled by flashers. This right of way is considered as the southerly limits of this
study. Although any final design of improvements should consider crossing these
tracks at grade and provide for the necessary signing and striping on approach.
Attached are two alternate concepts for the realignment of Virginia Colony Place
southerly of Condor Drive to the Southern Pacific Railroad right of way. Alternate A is
recommended as the preferred alignment as this alignment, along with the additional
recommendations following,:
provides the greatest separation possible, within the existing right of way,
of the Virginia Colony Place intersection with Condor Drive from the
Condor Drive intersection with Los Angeles Avenue;
provides improved intersection geometry of the Virginia Colony Place
intersection with Condor Drive and the Avenida Colinia intersection with
Virginia Colony Place;
provides for construction, within the existing right of way, of all other
necessary improvements for safe vehicular and pedestrian traffic and
access to adjacent land uses;
provides for construction of improvements, useful to the general public,
under a publicly funded project which are not foreseeable to be exacted
from any private development;
provides additional useable area to the existing Virginia Colony Park;
provides opportunity to improve aesthetics of the unused portion of the
right of way westerly of the proposed improvements
As a local collector, roadway improvements should be provided to the typical cross -
section, as shown in Figure 1, page 15 of the General Plan Circulation Element This
requires a minimum 36 feet of pavement(curb face to curb face) and 10 foot borders on
each side. This accommodates one travel lane in each direction, on-street parallel
parking along both sides and a border area for pedestrian use(sidewalk) and/or
landscape along both sides. This is the recommended roadway section to be
constructed from Condor Drive southerly to the railroad right of way.

Improvements recommended include:
Construction of AC pavement, PCC curb(6"CF) and gutter(18") and 5 foot
wide sidewalk at the back of curb along both sides of the roadway
including necessary remodel of existing improvements on the south side
of Condor Drive westerly as far as Los Angeles Avenue; and to join those
existing at Avenida Colonia;
Construction of PCC driveway approaches and AC driveways to join the
existing driveways to the west. Provide handicap accessibility at
intersection returns;
Illumination at the Virginia Colony Place intersection with Condor Drive,
reposition of street light(including relocation of the existing utility pole) at
the intersection of Avenida Colonia with Virginia Colony Place and
addition of street lights along the length of the proposed improvements to
provide appropriate illumination for a local collector;
Construction of landscape improvements within the available right of way
westerly of the proposed roadway improvements to include the southerly
side of Condor Drive to the southeasterly corner of its intersection with
Los Angeles Avenue while maintaining unrestricted visibility of the
Condor Drive intersections with Los Angeles Avenue and Virginia
Colony Place); and remodeling of landscape improvements on the east
side to transition and match those existing in Virginia Colony Park;
Reestablishment of existing traffic signing and stripping and installation
and painting of additional necessary traffic signing and stripping
including centerline striping and railroad approach striping, legends and
signs. Consider existing pavement and traffic lanes southerly of railroad
in design of stripping on approach from north.
Though the existing right of way is in excess of that required for the proposed roadway,
utility facilities which exist outside the proposed roadway utilize this existing right of
way. Relocation is not considered reasonable or necessary. No vacation of existing
right of way is proposed. That area of the existing right of way adjacent to the park can
be assimilated into the useable park area.
The total project cost , to include project administration, design, construction and
inspection is estimated to be$110,000. As this proposed project is within a
redevelopment project area and serves that area it is recommended that these funds
be secured from this source.

The following design constraints and considerations should be reviewed in greater
detail prior to and concurrent with project design and implementation:
Obtain detailed topographic survey as necessary for improvement
design.
Obtain title report for property within the project limits to verify existing
right of way.
Coordinate with utility companies to determine location of existing
facilities, planned repairs or upgrades, and arrange for relocation of
existing poles along Virginia Colony Place.
Coordinate with Caltrans to determine extent of jurisdiction and
requirements and conditions for minor work in Los Angeles Avenue.
Coordinate with Southern Pacific Railroad to determine any
requirements for work in vicinity of its right of way and facilities.
Specifically determine any necessary modifications of its crossing or
flashers in consideration of street widening northerly. Consider
discharge of drainage from the southerly terminus of improvements into
its right of way
Provide profile design of street that considers crossing railroad at grade.
Review traffic signing and stripping that may be constructed(painted) in
the near future in the vicinity of Condor Drive/Los Angeles Avenue
intersection.
Prepare hydrologic study to verify that 6" curbs are adequate to provide
the hydraulic capacity required in the street while maintaining travel
lanes and to establish necessity for cross gutters at intersections.
Verify proposed project would be determined a categorical exemption
under CEQA.
