Gilbert, Director of Public Works DATE: December SUBJECT: Consider Receipt Pavement Avenue McFadden BACKGROUND 7, 1993 (Meeting of Authorization to of Bids for the and Drainage Impro,% at the South End 12- 15 -93) Advertise for Construction of cements to Lassen of Cornett and �r d The City has awarded two contracts (Rasmussen and S P Milling) for various public improvements which are in the process of being constructed in the vicinity of the Mission Bell Plaza. These projects are funded by Assessment District 92 -1, with some participation by the L.A. Avenue AOC. These improvements included the construction of a storm drain extending to that portion of Lassen Avenue south of McFadden Avenue and Cornett Avenue. Although the project included the construction of surface grate storm drain inlets near the south end of McFadden and Cornett, the project design did not include the construction of the pavement improvements required to facilitate the conveyance of surface drainage to these inlets. DISCUSSION A. Scope of Project The location of the work is at the south end of McFadden Avenue and Cornett Avenue as shown of Exhibit 1. A copy of the plan for these improvements has been distributed to the City Council under separate cover. That plan calls for the removal of existing deteriorated asphalt pavement, the regrading of the street to establish positive drainage to the storm drain inlets and the construction of asphalt pavement twenty -five (251) wide with asphalt curbs. It should be noted that these improvements may be removed, revised and upgraded when and if the vacant property to the south (Birkenshaw) is improved. The engineer's estimate of probable construction cost is $15,000. lessenl Lassen Drainage Improvements December 1993 Page 2 B. Separate Project At the request of the City, S P Milling submitted a price for the construction of these additional surface drainage improvements. Their price was $23,960. It is the opinion of staff that this is not a competitive price. It is recommended, therefore, that the this work be advertised as a separate project. C. Funding The Engineer's Report for Assessment District 92 -1 shows only fifty per cent ( 50 %) the Lassen Avenue branch of the storm drain system being funded by the District. In that this storm drain also serves a portion of the City north of the area within the Assessment District boundaries, the other fifty per cent (50 %) of the cost for this leg of the storm drain is funded by the L A Ave AOC. It is recommended that the cost of the subject surface drainage improvements also be funded 50 -50 by the Assessment District and the L A Ave AOC. D. Informal Bidding Procedures It is anticipated that the bid price for this work will be below the minimum amount requiring formal biding procedures. IT is anticipated that upon receipt of valid bids, a contract for this work will be approved by the City Manger and work will proceed. This report requests authorization to proceed with this work. RECOMMENDATION Staff recommends that City Council approve the design for the proposed improvements and authorize staff to advertise for receipt of informal bids and the award of a City Manager approved contract.
