HomeMy WebLinkAboutAGENDA REPORT 1993 1215 CC REG ITEM 08JITEM A G E N D A R E P O R T f,CTION:_ City of Moorpark 021 By TO: The Honorable City Council FROM: Jill Rubin Myers, Solid Waste Coordinator DATE: December 6, 1993 (CC Meeting of December 15, 1993) SUBJECT: Consider Resolution 93- for the Purpose of Updating Solid Waste Management Fees and Services, Rescinding Resolutions 92 -904 and 93 -913. 01; 12L Pursuant to the City's agreement with its residential refuse haulers, the Council is being asked to approve Resolution 93- to include the updated multi- family curbside barrel rate, and address other existing solid waste management fees previously approved by Council. The other fees to be addressed by the proposed resolution are 1) the solid waste management fee paid by residents granted an exception to the required refuse collection; and 2) the permit fee paid for haulers receiving a temporary refuse collection permit. At the time the City implemented the franchise agreement with the City's residential refuse haulers - G.I. Rubbish and Anderson Disposal - the multi - family residential customers receiving curbside barrel service were charged different refuse rates that were less than the single - family residents receiving the same service. In the agreement, the multi - family residential rates are designated by areas or "zones." The decision was made to increase the multi- family refuse rates incrementally ($.91) each year, January 1, 1991 through January 1, 1994, until the multi - family residential rates were equal in all zones. The zones are identified as follows: Zone 1 Villa Del Arroyo Zone 2 Varsity Park Estates - Tract 3049 Zone 3 Varsity Park Patio Homes - Tracts 3070 and 4170 Currently, the monthly multi - family residential zone rates are $15.89, $16.39, and $13.82. These rates include $13.94, $13.94, and $12.12, respectively for solid waste collection, and the remainder accounts for recycling and AB 939 fees. Honorable City Council Resolution 93- December 15, 1993 Page 2 In 1992, the single - family rates were not increased, and consequently the multi - family residential rates were not incrementally adjusted. Therefore, in order to bring Zone 3 into parity with Zones 1 and 2, the incremental adjustment for Zone 3 will need to be extended for one year to 1995. This can be done through a contact amendment with G. I. Rubbish. The alternative would be to increase Zone 3 by an additional $.91 ($1.82) this year. Zone 3 is scheduled for a $.91 increase in 1994, apart from rate increases that may result from an increase in the PPI, fuel or landfill tipping rates. In 1993, both Zone 2 and 3 received a $.91 refuse rate increase. Zone 1 and 2 are now equal in the amounts paid for refuse ($13.94) and recycling ($1.45). Zone 2 differs from Zone 1 due to the amount of the AB 939 f ee . In January 1, 1994, the refuse rate for Zone 3 ($12.12) is scheduled to be increased by $.91, amounting to $13.03 for refuse collection service. In addition, Zone 3 is proposed to receive a recycling increase of $.25 to equal the recycling rate in Zone 1 ($1.45). The new monthly rate for Zone 3 will be $14.98 (an increase of $1.16). In 1995, Zone 3 is scheduled to receive the last incremental refuse increase of $.91 to equal the refuse rate in the other multi - family zones. In addition, since Zone 2 consists of single - family detached homes, it is recommended that their recycling rate ($1.45) be increased by $.20 to equal the recycling rate paid by single - family residents ($1.65). As stated above, Zone 2 consists of single - family detached homes, the multi - family zones consists of town homes and mobile homes. Attached, you will find a summary of current and proposed fees. While we are updating the resolution, two other existing solid waste management fees need to be addressed by resolution. On September 8, 1993, the City Council approved the required refuse collection policy and amended Solid Waste Ordinance 123. One aspect of the required refuse collection policy states that upon approval by the City Manager, a resident owning property that is inaccessible by a regular refuse truck - whereby the cost for special collection service is exorbitant, that resident may request to be exempt from the required refuse collection provision. The resident must complete a form identifying where waste is disposed /recycled, and must pay an annual solid waste management fee to pay for programs, such as community clean -up events, Honorable City Council Resolution 93- December 15, 1993 Page 3 hazardous waste, and christmas tree recycling programs. The Solid Waste management fee is $22 per year. The other fee that needs to be included in the resolution, is the annual permit fee paid by haulers for temporary refuse collection service. The updated solid waste ordinance included the definition of temporary refuse collection service. However, the current permit fee was not addressed by resolution when the fee was originally established. The annual permit fee is $500. The proposed resolution only addresses fees that have been previously approved by the City Council. The AB 939 fee has not changed and that is addressed by another resolution. Staff recommends that the City Council adopt Resolution No. 93- for the purpose of updating solid waste management fees and services, rescinding Resolutions 92 -904 and 93 -913, as outlined in this report.
