Traffenstedt, Senior Planner�� DATE: December 10, 1993 (CC Meeting of 12- 15 -93) SUBJECT: CONSIDER REVISION TO TREE STUDY REQUIREMENTS IN SCOPE OF WORK FOR PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE SPECIFIC PLAN NO. 8 PROJECT (HIDDEN CREEK RANCH) BACKGROUND At the City Council's meeting of 11 -3 -93, the Council authorized the approval of an agreement with Hidden Creek Ranch Partners and the approval of a professional services agreement with Michael Brandman Associates (MBA) for preparation of an EIR and provision of related services for the Specific Plan No. 8 Project. The Council did, however, request that staff revise the tree study requirements in the Scope of Work for the EIR. An alternative methodology for preparation of a tree survey for the Project area is attached and is discussed below. DISCUSSION Staff is proposing to amend the Scope of Work for the Specific Plan No. 8 EIR pertaining to tree study requirements. The revised tree survey proposal requires identification of tree type, measurement of the trunk, mapping of the location of the tree, and tagging of the tree with an aluminum identification tag. This survey will be limited to that portion of the Specific Plan No. 8 area where development is proposed (i.e., the northerly portion of the Specific Plan area, proposed for open space, will not be surveyed) . Trees cultivated for agricultural purposes are not proposed to be surveyed; however, the EIR will include an estimate of the number of orchard trees within the specific plan area and the type of crop. The potential impacts to agricultural resources will be discussed in the EIR, and mitigation will be proposed if appropriate. The revised tree survey proposal will allow for the identification of the number and type of trees to be affected by the project and alternative land use plans. Measurement of the spread of the tree, a health survey, and calculation of the appraised value of a tree will be deferred until the development phase (i.e, when a subdivision or planned development permit is requested). The Honorable City Council December 10, 1993 Page 2 The attached letter from MBA identifies the total cost to survey 500 trees as $10,650 plus $1,650 for direct expenses. If the actual survey identifies trees in excess of 500 (amount budgeted for), MBA will need to obtain written authorization from the City to complete the survey of any additional trees at a cost of $16.00 for each tree. The price proposal included with the MBA letter reflects the increase in tree study cost from $6,800 to $10,650 plus $1,650 for direct expenses. The contingency fund was reduced by a corresponding amount; therefore, the total price ($348,150) for all work to be done by MBA was not increased. RECOMMENDATION Approve the revised scope of work for the tree study, and authorize the City Manager to approve an amendment to the MBA Professional Services Agreement, Exhibit A - Scope of Work for Specific Plan No. 8 EIR, pertaining to tree study work and price proposal, as discussed in the staff report. Traffenstedt Senior Planner City of Moorpark Community Development Department 799 Moorpark Avenue Moorpark, California 93021 SUBJECT: Specific Plan 8 Environmental Impact Report Dear Ms. Traffenstedt: At your request Michael Brandman Associates (MBA) has developed an alternative methodology for preparation of a tree survey for the Specific Plan 8 project site for consideration by the City of Moorpark. Our intent in devising this methodology was to develop a level of information that would allow for potential impacts to trees to be addressed at an adequate level for consideration of the proposed Specific Plan. A detailed scope of work for the proposed tree survey is attached. City of Moorpark Ordinance 101 requires a tree report to address the following items: • Location of each tree within a project site and within 20 feet of the site. • Identification of tree type and measurement of the trunk and the spread of the tree. • Health survey and recommended remedial health measures. • Appraised value of trees. The survey proposed would he limited to include identification of the type of tree, measurement of the trunk, mapping of the location of the tree, and tagging of the tree with an aluminum identification tag. This survey will be limited to that portion of the site where development is proposed and would not include the survey of any trees cultivated for agricultural use. This level of survey would allow for an identification of the number and type of trees to be affected by the project and alternative land use plans. This survey would not include measurement of the spread of the tree, a health survey, or calculation of the appraised value of the trees. These items could be addressed at a later date in a supplemental survey. MBA proposes to tag each tree at this time to facilitate completion of these additional survey tasks at a later date. 330 North Wood Road. Traffenstedt November 22, 1993 Page 2 This limited tree survey reduces the cost of the survey on a per tree basis by approximately one -third in comparison to the cost of a full survey addressing all the items required by City of Moorpark Ordinance 101. The budget for this survey has been broken out to reflect the 3 primary tasks involved: 1) Survey Preparation; 2) Field Survey; and 3) Report Preparation. The project budget has been revised to reflect the allocation of funds from the project contingency for the additional tree survey work. The revised budget is attached for your review and use. Specific Plan 8 EIR Tree Survey Scope of Work/Budget December 6, 1993 Pre survey Preparation and Coordination MBA staff will compile the necessary information and materials to conduct the tree survey. Specific tasks include: (1) delineating tree survey study area boundary on a 200 -scale (1 inch = 200 feet) aerial photograph; (2) ordering aluminum tree tags; (3) developing and reproducing tree survey field data sheets; and (3) ordering and reproducing appropriate field topographical maps and aerial photographs for tree location mapping from the applicant's civil engineer, The Haaland Group. Task II. Field Survey Each native oak and mature tree (excluding all trees cultivated for agricualtural purposes), as defined in City of Moorpark Tree Ordinance (Ordinance No. 101), within that portion of the study area where development is proposed, will be tagged with an aluminum tree tag and identified as to species. The diameter at breast height (dbh) of each protected tree will be measured, and the location of each tagged tree will be mapped on suitable topographic maps as accurately as possible in the field. Task III. Report Preparation A report will be prepared that includes the species and diameter at breast height for each tagged tree within the study area, and the cumulative total of protected trees, by species, occurring on the site. The report will also include a map depicting the approximate locations of each protected tree. A large number of trees exist on the project site; therefore, it is not possible to provide a completely accurate total cost at this time. Based on a preliminary analysis of aerial photography, and based on observations made during previous field trips to the Specific Plan 8 site, it is estimated that at least 500 protected trees are within the property boundary. The costs for Tasks I and III above are based on this minimum estimated number. If more than 500 protected trees exist on the site, MBA's fee for accomplishing the field survey will be calculated on a per - number -of - -trees basis. This additional fee includes all the specific tasks described in Task 11 above, plus the additional coordination and report documentation efforts necessary to survey the additional trees.
