SUBJECT: Consider Annual Report and Financial Statement from El
Concilio for Moorpark Prosect Pride.
BACKGROUND
The City of Moorpark and the Moorpark Unified School District
entered into a joint powers agreement with El Concilio del Condado
de Ventura, for the purposes of establishing a program in Moorpark
to assist "at-risk" youth with self-esteem and school work.
The program "Project Pride" has finished it ' s first year of
operation, and in keeping with the requirements of the agreement
is providing an annual report to be reviewed by the City Council
and the Board of Trustees .
The project was managed by Hector Guzman, who was hired by El
Concilio to serve as Project Coordinator for Moorpark. When
Hector left in September to accept other employment, Kathy
Marrujo-Thurman, who is a former probation officer and a long time
employee of El Concilio working in Oxnard, was transferred to
coordinate the Moorpark Project Pride. The ground work which was
laid during the first year by Mr. Guzman will serve the project
well in the future, and has given Ms . Marrujo-Thurman a good
foundation which the program can build upon in the upcoming year.
To aid the City Council in your review of the progress which the
program has made in the last year, the staff at Project Pride has
prepared a narrative (Attachment A) which demonstrates how each
goal and objective of the project, as outlined in the agreement,
was addressed during the first year. One area that was not fully
realized was the area of providing parenting skills classes . This
will be focused on during the upcoming year.
In addition to financial contributions by the City and the School
District, the Project also received funding from the United Way,
Office of Criminal Justice Planning, and from private
contributions . (Attachment B) . The attached financial report does
not include the additional in-kind services from the School
District, who provided the cafeteria at the Community High School
facility on Casey Road. The report also does not show the number
of volunteer tutoring hours that were incurred in the course of
the year, which could have been an additional personnel expense to
the program.
In terms of participation, the numbers were modest but consistent .
Attachment C identifies the number of students enrolled in the
tutorial program and the number of hours spent in the program.
The Project intends to increase this program during the next year,
by spending time recruiting and training more volunteer tutors
from the community. Upon request, Moorpark Project Pride is also
providing tutoring at individual school sites in Moorpark, which
allows for more participation.
Project Pride conducted many meetings for the community, and
provided community leaders an opportunity to plan and organize
diverse programs for the youth in Moorpark. A listing of those
meetings is identified in Attachment D.
In Attachment E, the project staff have noted the number of
special events and activities that were sponsored by Project Pride
throughout the year, separate from the tutorial program. Some of
these activities were one day guest speakers, other activities
were dances, excursions, and service projects . There was a need
for drug and alcohol treatment, and AA and ALANON groups were
formed. The probation department also used the facility to have
interviews with youth offenders who are currently on probation and
working toward getting their lives in order.
The final attachment (F) provides a graph which identifies the
direction for the coming year. The graph shows the various needs
and issues for the targeted group, and the program components
designed to meet those needs .
Marcos Vargas, Executive Director of El Concilio and Ms . Marrujo-
Thurman will be available at the December 15, 1993 meeting to
answer City Council questions.

DESCRIPTION OF SERVICES
MOORPARK PROJECT PRIDE
PROGRAM ACTIVITIES
1) Provide academic tutorial services to 30 students grades 4 -
8 . Two hours per day, two days per week per each student .
There were 21 enrolled students from this population. This
does not include all the students served throughout the
program. One hundred and two students received tutorial
services, however it was only possible to track those
students who officially enrolled in the program on an on-
going basis. Please see Attachment C on Tutorial statistics
regarding those who were enrolled in the program.
2) Provide academic study team sessions to 30 students grades 9
- 12 . Two hours per day, two days per week.
There were 31 enrolled students from this population. This
does not include all the students served throughout the
program. One hundred and two students received tutorial
services, however it was only possible to track those
students who officially enrolled in the program on an on-
going basis . Please see Attachment C on Tutorial statistics
regarding those who were enrolled in the program.
3) Offer participants an opportunity to participate in Friday
Enrichment activities two hours per week.
Sign-in sheets reflect 260 signatures for 18 cultural
events/presentations. MPP also co-sponsored 2 dances, one
with 117 participants and the other with 130 participants;
and Easter Egg Hunt for 100 + participants; a MECHA
presentation at Moorpark High School with 47 students; a
beach trip; an amusement park excursion; several car washes;
and finally a pre-school party for 22 preschoolers. Please
see Attachment E regarding Special Projects.
4) Coordinate 2, two day personal growth experience campouts for
no less than 25 "at risk" middle school and high school aged
youth during July and August .
Two campouts for two days were held at El Capitan State
Beach. At the first one, ten middle school students attended
and at the second, ten high school students attended. A
Youth Health Summit was also held at a Santa Barbara Campsite
and 14 high school students attended. Please see Attachment
E regarding Special Projects.
5) Include 25 "at risk" Moorpark youth as participants in the El
Concilio / CSON Spring Youth Leadership Conference (March,
1993) .
Twenty-four "at-risk" Moorpark students attended El
Concilio's CSON Conference at Moorpark College.
6) Provide bi-monthly parenting skills training workshops with
no less than 50% participation from the parents of the youth
participating in Project Pride. Two workshops will also be
open to all interested parents and individuals residing
within the Moorpark community.
This component was not formally addressed during this first
year. Although this component was considered very important
by the staff, due to the limited staffing resources it was
simply not possible. It is the recommendation of MPP to have
this component be studied with school officials to find the
best way to formally implement this program. We have
information that the County of Ventura is going to begin
offering parenting classes in January, and MPP will contact
the county and determine how this program can be utilized by
our local parents.
7) Provide individual and family needs assessments and
information and referral services for all participants and
their families, as needed or upon request (on-going) .
Parents of students were invited and called over and again to
attend orientation with their children. Less than half of
the participants enrolled attended these orientation
meetings . Parent involvement was active with probation
interviews and SYETP eligibility interviews conducted at MPP.
JTPA interviewed 69 students for SYETP eligibility. Please
see Attachment E.
8) Conduct two forums, one in fall/winter and the other in
spring/summer to receive input from the community regarding
the effectiveness of the program and to determine future
needs .
On February 11, 1993, a parent meeting/forum was held at .
Flory School with over 70 people in attendance. MPP was
discussed and input from the youth, the parents and the
community was shared.
9) Develop opportunities for the District and the City and its
law enforcement to participate in program activities .
Workshops were set up with the Probation Department,
Sheriff ' s Department and the DARE officer. Formal weekly
probation interviews were set up by DPO Chris Jiron at MPP
since June, 1993 . Alcohol/Drug Abuse workshops and AA
meetings were held weekly. Beginning November 1, 1993,
formal PDAP meetings were set up for every week for 2 hours.
(PDAP is a 12 step substance abuse program catering to
youth) . Please see Attachment E.
REFERRAL PROCESS
Potential participants were referred to " Project Pride" by the
Moorpark Unified School District and the Moorpark Sheriff ' s
Department . Other referrals were made by the Probation
Department, Our Town Teens and the Summer Youth Employment Program
(SYETP) .
The tutorial referrals from the schools were assessed initially by
the school counselors, instructors, and principals . They then
determined the needs of each client, including personal needs .
The student was then referred to "Project Pride" along with the
identified needs of the particular student . Many times, the
curriculum to be studied or reviewed was sent with the
participant . If other needs were identified by the school team,
MPP then either served the needs or referred the participants to
other agencies that could be of assistance.
The level of program participation was assessed ongoing and on
many occasions, once the academic tutoring was completed, the
participant stayed on for other program components .
