SUBJECT: Authorization to Advertise for Receipt of Bids
for the Replacement of Sidewalks and Parkway
Trees on the East Side of Tierra Rejada Road
Between Los Angeles Avenue and Courtney Lane
[Penrose Avenue]
OVERVIEW
This requests authorization to advertise for receipt of bids for a
project to replace the subject damaged sidewalks and the street
trees causing the damage.
DISCUSSION
A. Project Location
The project area is located on the east side of Tierra Rejada
Road between Los Angeles Avenue and Courtney Lane. The trees in
this parkway are located to the rear of residential properties
located on the west side of Penrose Avenue in the Heather Glen
Area.
The parkway sidewalks just south of Courtney Lane show onl
minor damage. It is, therefore, not proposed that this area biz
included in the project scope of work. This area will be\
monitored and corrective measures taken when and if the need`
arises.

B. Project Need
The sidewalk in the Project area is seven and one-half feet
wide. There are ten tree wells in this parkway area. Sycamore
trees are planted in the northerly eight tree wells. [The trees
were removed from the two northerly tree wells to improve the
visibility for vehicles approaching Tierra Rejada Road. It is
proposed that the trees not be replanted in this area. ]
Sycamore trees are known to be incompatible with sidewalks,
curbs gutters and other hardscape improvements. The shallow
roots of this species of tree can cause damage to surrounding
hardscape improvements. When this type of tree is placed near
such improvements, care should be taken to install root barriers
to protect adjacent improvements, and deep well irrigation
systems to encourage root growth downward.
The Sycamore trees in the project area are a good example of the
type damage which can occur. The sidewalk in the project area
shows extensive evidence of damage. Almost the entire sidewalk
in this area is lifted and should be replaced. In addition, the
adjacent block needs to be examined for any potential problems
caused by the tree roots.
It is recommended, therefore, that the damaged sidewalks be
replaced and that the Sycamore trees which caused the damage, be
removed and replaced with a more suitable species of parkway
tree.
C. Project Design
1. Sidewalk -- Most of the seven and one-half feet wide sidewalk
would be removed and replaced. The gutter is undamaged and
will remain in place.
2. Tree Wells -- The proposed project calls for the complete
removal and replacement of all of the trees. This will allow
for the maximum degree of flexibility in redesigning and
reconstructing the tree wells. It is possible that the
spacing of the trees could be increased reducing the number
of tree wells to seven. The dimension of the tree wells will
be 4 feet long and 3 1/2 feet wide. This latter dimension
will leave room for a four feet wide sidewalk between each
tree well and the block wall .
3. irrigation -- There is an existing irrigation system in the
area. The project specifications would call for the
protection of this system in place. The system would be
modified to provide deep well irrigation for each tree well.

4. Trees -- It is proposed that the species of tree to be
planted be an evergreen with a root structure suited for this
type of parkway. It is also proposed that the size of the
trees to be planted be twenty-four inch box trees, and that
tree root barriers be installed at the time of planting. The
Bidding Documents could call for bid options including: 1)
a Deduct Alternate to substitute fifteen gallon trees;
and/or, 2) a Deduct Alternate to permit the City to provide
the trees from the annual allotment of trees from Boething
Nursery.

E. Funding Source: Budgeted Projects
The Budget for Fiscal Year 1991/92 includes projects which cover
contingency projects like the one described above. Two of these
projects are re-caped as follows:

F. Notice of Proposed Project
A letter was sent to each of the property owners and residents
on Penrose Avenue adjacent to the project, notifying them of
this proposed project and that the City Council would be
considering same at tonight's meeting.
RECOMMENDATIONS
Staff recommends that the City Council approve the above described
project and authorize staff to advertise for receipt of bids for
same.
