Beginning in January, the City will have the capability of live
cablecasting of meetings held in the Apricot room on Ventura
County Cablevision (VCC) Channel 10. In order to facilitate the
planning for cablecasting and the recording and playback of the
meetings, staff is requesting direction from the City Council
regarding the meetings to be cablecast and the scheduling of
meeting playbacks.
Budget:
Cable services are funded by the general fund. Council has
budgeted four thousand three hundred and twenty dollars ($4,320)
this year for the labor involved in filming and playing back the
meetings. Expenses thus far this year have been less than $300.
The current cost for filming a meeting is $50 per meeting.
Playback cost is $40 per meeting. It is estimated that we will
have an average of three City Council meetings, two Planning
Commission meetings and one Parks and Recreation meeting each
month. Therefore, the filming costs would be $300 each month for
the remaining six months of the fiscal year. Playback of each
meeting would cost $240 per month. The total cost for the
remainder of the fiscal year would be $3,240.
This is not the only cost for operation of the cable channel. As
the equipment is installed, additional programming and
maintenance expenses will be incurred. Another $26,280 is
budgeted for these purposes.

Staff Proposed Schedule:
Staff recommends that all meetings of the City Council, Planning
Commission, and the Parks and Recreation Commission be live
cablecast. Playbacks would be limited to the City Council
meetings and scheduled for the next evening at 6:00 p.m.,
allowing the public to view the playback during prime time. This
proposed schedule would cost $2,520, which is a decrease of $720
from the previously stated cost of playing back every meeting.
Mountain Meadows:
The Mountain Meadows /Entertainment Express cable system (Mt.
Meadows) would receive copies of all of the recorded meetings and
they would be asked to playback the meetings on Channel 8, as
their programming slots would allow. VCC and Mt. Meadows are
currently working on a link between the two systems which will
allow them to back up each others programming and will allow the
City to cablecast live to both systems. This link may be
installed before the close of the fiscal year.
Recommendation
Approve live cablecasting of City Council, Planning Commission,
and Parks and Recreation Commission meetings and limit playback
to City Council meetings only.
