"=Jm— iffV,F &. /- � SUBJECT: Consider Authorizing Portion of City's Administrative Fee for Plan Check and Inspection Services for South Meadows Park to be Used for Improvements at the Park As part of the requirements of PC -3 and subsequent entitlements, UWC has constructed improvements to the park site named South Meadows Park. City staff, in conjunction with contractors, provided plan review, plan check and inspection services for the park improvements. This work was funded by deposits from UWC. As part of the cost to provide these services, the City collects an administrative fee which reimburses the City for supporting and coordinating the contracted services and related costs. The City collected $18,088.96 in administrative fees for this project. The Council previously authorized a refund of $3,300.00 from this required deposit to UWC since they upgraded the fence posts for the tennis courts to allow the subsequent installation of wind screen. The fence posts approved by the City during the plan review process were subsequently determined not to be sufficient to support wind screen. As a result of this action, a net amount of $14,788.96 in administrative fees was paid to the City. The administrative fees are routinely placed in the Community Development Fund to support Community Development - related services, including planning, engineering and building and safety. In this case, however, most of the support and coordination for this project was provided by the Director of Community Services. This position is funded by the City's General Fund, not the Community Development Fund. Even with the upgrade of the fence posts, there are at least two other items needed to complete the park that are not the responsibility of UWC. Two such items are the tennis court wind screens and signs delineating rules for use of the courts. It is estimated to cost $5,000.00 to provide these items with the wind screen installed by City staff. Mavor Mayor Pro Tern Councilmember Councilmember Councilmember The Honorable City Council January 2, 1992 Page 2 recommended that $5,000.00 of the $14,788.96 be transferred to the General Fund for the purpose of providing the wind screen, signs and any other miscellaneous items that may be necessary to complete the park improvements but are not determined to be the responsibility of UWC. Any portion of the $5,000.00 not expended in the 1991 -92 fiscal year would be transferred to the Community Development Fund. STAFF RECOMMENDATION Authorize $5,000.00 to be used for improvements at South Meadows Park consistent with this report. SK:sc 125.tem
