MOORPARK 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 MEMORANDUM %. :)ORPARK, CALIFORNIA C;ty Council Meeting of 9 f9�2 TO: The Honorable City Council I FROM: Lillian E. ell rman e K e ,City Clerk � BY DATE: December 30, 1991 (CC Meeting 1/8/92) SUBJFCP: NOMINATION TO THE COUNTY CLEAN AIR FUND ADVISORY COMIVIITTEE BACKGROUND On December 10, 1991, the Ventura County Air Pollution Control Board authorized the formation of an advisory committee to study ways to reduce air pollution that are not currently required by regulations or laws. The committee would recommend specific projects to the Air Pollution Control Board for funding from the Clean Air Fund. This new committee will be identified as the Clean Air Fund Advisory Committee. According to Richard Baldwin, Air Pollution Control Officer for the Air Pollution Control District, there will be $1 - 2 million available immediately to fund new projects and then interest earnings from a $300,000 endowment will be available for use on an annual basis. The Clean Air Fund Advisory Committee will meet for the first time two to six weeks after the Ventura County Air Pollution Board makes appointments on January 21, 1992. Mr. Baldwin said he expects that the new committee will be very active for the first three to six months, after which the Committee will meet only once or twice a year. At its first meeting, the new committee will determine its meeting schedule. No, term for serving on the Board has been established. The Air Pollution Control Board is seeking representation from four interest groups: citizens; transportation; civic and environmental; and business. The Committee will consist of 11 members. Staff of the Air Pollution Control District will support the Committee's efforts. The City has been requested to make nominations to the Board in the citizen category by January 10, 1992. After discussion of this request with the Mayor, staff has placed the matter on the Council agenda, advertised in the Moorpark News Mirror and on Channel 10 for interested individuals to submit a letter of interest and /or contact the City Clerk for more information. Lawrason, Jr. City of Moorpark 799 Moorpark Avenue Moorpark, CA 93021 Subject: Nominations for the Clean Air Fund Advisory Committee Dear Mayor Lawrason: On December 10, 1991, the Ventura County Air Pollution Control Board authorized the formation of an advisory committee to study ways to reduce air pollution that are not currently required by regulations or laws. The committee would recommend specific projects to the Air Pollution Control Board for funding from the Clean Air Fund. The commitee is identified as the Clean Air Fund Advisory Committee. A $1.5 million environmental fund is being created by the 3M Company to fund. clean air projects that are not expected to occur because of established laws and regulations. $1.2 million will be available for spending beginning early in 1992• $300,000 has been set aside in a permanent endowment. The earnings from the endowment will be used to fund future clean air projects. The Board is seeking broad representation from the community on this advisory committee. Specifically, the Board is seeking representation from four interest groups: citizens; transportation; civic and environmental; and business. The Committee will consist of 11 members. Staff of the Air Pollution Control District will support the Committee's efforts. We are requesting your nominations to the citizen category.
