Lindley, Assistant to the City Manager DATE: December 20, 1991 (Council Meeting 1 /8) SUBJECT: Alternative Day Labor Gathering Site Background On December 11, the Council's Community Development Committee (Mayor Lawrason and Councilmember Perez) met with a group of laborers who gather at the site on the southwest corner of High Street and Spring Road. The laborers expressed their strong willingness to work with the City to resolve the current situation. They presented a list of five possible alternatives sites where they would be willing to gather (see attached map). The Committee and laborers together identified the advantages and disadvantages of the five alternative sites and concluded that the site located on the southwest corner of High Street and Moorpark Avenue presented the best option. This parcel is currently owned by VCTC as part of the commuter rail property and the City acts as the property manager. The City has an option agreement with VCTC to purchase this property. The parcel is vacant and faces the railroad and the back of commercial buildings (and future commuter rail layover facility) to the south, commercial buildings to the north across High Street, and Egg City's grain silos to the west. Vehicles can drive onto the site mitigating any possible congestion on High Street. The laborers disperse around 10 am, so business near the northeast corner of High and Moorpark should experience minimal, if any, impact. As well as presenting alternative sites, the laborers identified conditions they felt were necessary in order to make the new site successful. TALLEY JR - i -- -.- Councilmember Day Labor Sites December 20, 1991 Page 2 * Portable restrooms * Telephone * Shade or Shelter * Assistance with informing employers and the public regarding the new site 8 After discussion, the laborers agreed that some of these conditions may not be critical since most of them live in close proximity to the site. Staff is evaluating the feasibility of providing portable restrooms and a telephone. In summary, the Committee recommends that the City allow the day laborers to gather at the site located on the corner of High Street and Moorpark Avenue. This site provides a visible location, is close to the area currently used by the laborers, and will have minimal, if any, impact on surrounding businesses.
