Richards, Director of Community Development DATE: January 31, 1992 (CC meeting of 2/5/92) SUBJECT: Urban West Communities, Residential Planned Development No. 91 -2, Zone Change 91 -1 and Tentative Tract Map No. 4792 On January 8, 1992 the City Council considered a request by Urban West Communities for the proposed construction of 196 multi - family townhouse units. At the close of this meeting, the Council directed staff to modify conditions of approval based upon the Council's following recommendations: 1. The Council agreed with the applicants wording for the construction of the Northern extension of Countryhill Road (Vesting Tentative Map Condition No. 54). 2. The Council directed staff to modify the language requesting the payment of traffic impact fees (Vesting Tentative Tract Map Condition No. 19 and Residential Planned Development Condition No. 109). 3. The Council agreed with the applicant to allow the formation of more that one homeowners associations (Residential Planned Development Condition No. 26). 4. The Council agreed with staff for interior masonry walls as part of the RPD; no wood fencing will be permitted on this site (Residential Planned Development Condition No. 25). 5. The Council directed staff to modify language for the payment of crossing guard fees (Residential Planned Development Condition No. 53). 6. The Council directed staff to include a condition of approval requiring the acceptance of Vehicle Code enforcement on private streets within the development (Tentative Tract Map No. 38 and Vesting Tentative Tract Map Condition No. 49). The Council directed staff to include a condition/provision regarding the traffic signal at the corner of Tierra Rejada and Mountain Trail Road (Residential Planned Development Condition No. 108) . 8. Council directed staff to modify language to require a four way stop sign at the corner of Mountain Trail and Mountain Meadow Drive at time of first occupancy (Tentative Tract Map Condition No. 63) . 9 . The Council concurred with staff's language regarding the bonding for Landscape improvements; however, the Council modified the requested bond amount (Vesting Tentative Tract Map Condition No. 59) . 10. The Council agreed with staff regarding future homeowners associations to participate in a Landscape Assessment District (Vesting Tentative Tract Map Condition No. 11) . 11 . The Council requested that staff include a condition/provision requiring that the developer advertise the availability of senior housing for a minimum of 6 months (Residential Planned Development Condition No. 59) . Attached you will find a resolution of approval for Council consideration at the February 5, 1992 meeting as well as the ordinance recommending approval of Zone Change 91-1.
