Lindley, Assistant to the City Manage`�� DATE: January 25, 1992 (Council Meeting 2/5) SUBJECT: Summary of Proposed Bylaws Amendment to Restructure SCAG Executive Committee Summary The Executive Committee of the Southern California Association of Governments (SCAG) has taken action recommending that the General Assembly adopt a Bylaws amendment (Articles V and VI) to restructure the Executive Committee. The General Assembly is scheduled to vote on the recommended amendment on February 28, 1992, at its meeting in Oxnard. Background The intent of the Bylaws amendment, as stated by SCAG, is to provide increased opportunity for the region's councilmembers to participate in the regional decision - making process. The Bylaws amendment affects only the organization and structure of the Executive committee; the Bylaws amendment does not change the powers, duties or functions of the Executive Committee, the General Assembly or SCAG as an organization. Under the amendment, the Executive Committee will be comprised of one representative from each county, except Los Angeles which will continue to have two, and one from each designated SCAG District. In addition, the Mayor of Los Angeles will serve as an at -large representative . All members of the Executive committee will serve two year terms and will be elected by their peers from among locally elected city councilmembers within a district. A SCAG District will be a city or group of cities with approximately 200,000 people and a shared geographic community of interest. The City of Moorpark has been assigned to District 40 which includes Agoura, Calabasas, Hidden Hills, Malibu, Thousand Oaks, and Westlake. The new Executive Committee will establish standing committees from its members for both policy development and administrative matters. Membership on the standing committees for administration will be limited to only Executive Committee members. Upon the recommendation of a standing committee, a Technical Advisory Committee will be formed for specified or indefinite term to study specific problems, issues, or programs. Membership on technical advisory committees may include elected officials, public officials representing public agencies, the business sector, and public interest groups. In theory the reogranization will provide greater representation of cities on the Executive Committee which will give local jurisdictions more imput into SCAG policy. Since the Moorpark is not a member of SCAG, the reorganization has no impact on the City. Staff Recommendation Receive and file this staff report.
