In conjunction with Vesting Tentative Tract Map 4786, specific
criteria for the section of Peach Hill Rd. were outlined in the
specific plan. This called for a full width Right -of -way of 60'
with 40' of pavement and 10' parkways on each side.
While reviewing the tentative map the City determined that
additional Right -of -way would be necessary to allow necessary
bikelanes, a turning lane, and a parking lane along Peach Hill Rd.
adjacent to the Moorpark Middle School.
ANALYSIS
Design constraints exist:
1. The Moorpark Middle School grading plans have
been completed. Widening Peach Hill at the
westerly portion of their property would
create adverse impacts to their grading plan.
2. The full width Right -of -way, adjacent to the
Presbyterian and Catholic Churches, is only
53' and has been constructed without
bikelanes.
As such, a section and alignment for Peach Hill Dr. has been
designed that both meets the needs of the City and is acceptable to
the School District.
Attached is the Peach Hill Rd. Exhibit that complies with the City
Engineering conditions and will not adversely impact existing
conditions or proposed plans.

Design criteria for Peach Hill include:
1. Minimum 60' R -O -W east of the school access.
2. A transition to the existing 53' R -O -W
northeast of the school access.
3. An additional left turn storage lane for buses
and other vehicles entering the school.
4. A parking lane (14 spaces) east of the school
entrance.
5. A 5' wide Class II bikelane on both sides of
Peach Hill Rd. between Spring Rd. and Science
Dr.
6. A reduction in the parkway widths from 10' to
6.51.
To assist pedestrians that park their vehicles at the 14 parking
spaces on Peach Hill Rd., the school has offered to build a
concrete pathway from the parking spaces to the school.
The City Council approved this staged project, subject to final
review and approval of conditions by the City Manager.
The proposed design of Peach Hill Rd. is being brought back for
your review. The final conditions of approval will include the
following condition related to this matter.
"The minimum right -of -way for Peach Hill Rd. shall be 60 feet from
Science Dr. to the proposed School access. A minimum right- of-way
of 53 feet shall apply northerly and westerly of the proposed
School access to the property limit. Additional right -of -way shall
be dedicated as needed along Peach Hill Rd. to provide for a left
turn storage lane at the school entrance. The length of the left
turn storage lane is to be controlled by an analysis of the
expected left turn requirements and appropriate transitions.
Additional right -of -way shall be dedicated along Peach Hill Rd. to
provide for parking on the north side of Peach Hill Rd. east of the
school entrance beginning just beyond a clear zone of sight
distance to a point sufficient to provide for fourteen parking
spaces. These spaces are intended for the safe loading and
unloading of school students. Peach Hill Rd. shall be striped for
a class "2" bike path on both sides form Spring Rd. to Science Dr."
