This position was created to provide administrative support to the Public Works Director to facilitate the increasing responsibilities of the Director in the areas of Capital Improvement Program Management and City Engineer Contract Administration. DISCUSSION Upon further review of the proposed duties and responsibilities of this new position, staff has determined that the classification of Management Analyst better fits the needs of the Department. It is anticipated that these duties and responsibilities will encompass a broad range of projects and programs which will require the skills and efforts of a more professional position. A partial list of some of the types of programs and project this position will be involved with, is as follows: Preparation of specifications and bidding documents for minor construction and maintenance projects; Administration of minor construction and maintenance project; Administration of various Maintenance / Service contract (i.e. tree trimming, street sweeping, etc.); Administration of the Fleet Maintenance Program; Administration of the Crossing Guard Program; Implementation and administration of the Underground Service Alert response program; PAUL W. WOZNIAK Mayor Mayor Pro Tern Councilmember Councilmember Councilmember Printed On Recycled Paper Management Analyst Page 2 Development and maintenance of various inventories (i. e. street trees, regulatory signs, pavement condition, striping, regulatory signs,etc.); Developing Requests for Proposals (RFP) and general contract administration of various professional services contracts; Meeting compliance requirements of the Congestion Management Program; Meeting compliance requirement of the National Pollutant Discharge System (NPDES); Developing and implementing the City's Floodplain Administration Program; Development and analysis of field maintenance programs (i. e. establishment of an in -house street striping capability); Relocation of the Public Works Maintenance storage area; Development of a Storm Drain Maintenance Atlas; Administration of the annual renewal process for the Parks and Landscaping & Street Lighting Assessment Districts; Annual Departmental Budget Preparation; Fiscal Analysis, general research, data gathering and surveys. FISCAL IMPACT The following is a comparison of the annual salary (Step 'A') for the positions of Public Woks Technician and Management Analyst displayed by funding source: The Public Works Technician position was budgeted at Step 'E' to allow for some flexibility in recruitment. The amount budgeted for the position [$37,0901 is comparable to Step ' B' for the Management Analyst position. Therefore, it will not be necessary to increase the budget to accommodate this proposed reclassification. In addition, the net costs savings derived from the position remaining unfilled for eight months is about $15,000. Even after including fringe benefit costs of approximately thirty -three per cent (33 %) the cost savings for this period would pay for the difference in salary and benefits for approximately two years.
