Lindley, Assistant to the City Manager DATE: January 25, 1992 (Council Meeting 2/5) SUBJECT: Consider Mobile Household Hazardous Waste Program summary The Countywide Recycling consortium (CRC) has developed a pilot Household Hazardous Waste (HHW) Mobile Collection Program targeting the east county cities and the surrounding unincorporated communities. The CRC is now requesting support from the cities of Thousand Oaks, Simi Valley, and Moorpark and the County for their support before proceeding further. Background A HHW mobile program utilizes a transportable HHW collection "vehicle" which rotates collection sites among various jurisdictions. A mobile HHW collection facility typically consist of a specially designed storage building which can be mounted on a semi -truck trailer for ease of transport. Residents from a targeted community are instructed to bring their HHW to the designated location where they are accepted and segregated into compatible categories by personnel who are knowledgeable in hazardous waste disposal practices. The collected waste is recycled whenever possible, and all non - recyclable waste is transported to an incineration or Class I landfill facility for final disposal. The program developed by the CRC will involve two scheduled collection events, over a six month period, in each participating jurisdiction. Residents will be required to make reservations in advance and will be given a specific appointment time. The actual collection operation will be contracted out to a private company Ft-UL W. Each jurisdiction must provide an adequate location to site the event, which includes a paved 5,000 to 8,000 square feet area, fencing, and utility hookups if possible. Program costs include transportation, staffing, treatment, incineration, landfilling, and limited promotional materials. Since the program will be contracted out there are no capital costs involved. Each jurisdiction is responsible for its own costs which will be based on the number of residents actually participating. The estimated cost per participating resident is $73.00. The cities determine the number of residents they will offer the program to based on interest and available funding. To reduce the cost to each jurisdiction, a joint HHW grant application will be submitted to the State in March. Any money awarded will be distributed on a per capita basis to the participating cities and County (County unincorporated). The amount of grant funds available is not significant and will have minimal inpact on the total cost of the program. Based on the numbers participating in the City's bi- annual Cleanup Days, staff estimates that approximately 400 residents will make use of the HHW mobile collection program, 200 per each scheduled event. At this level of participation, Moorpark's total costs will be $29,000, slightly less if the grant application is successful. Unlike Simi Valley and Thousand Oaks, the City does not have a revenue source from which to fund a HHW program. Current waste reduction efforts are funded through the General Fund and commercial and residential franchise fees. The Public Works and Facilities Committee reviewed the proposal at its January 6 meeting. While the City is required to implement a HHW program under AB 939, the Committee recommended that until a revenue source is identified , i.e, a waste management user fee, the City should decline participation in the east county HHW Mobile Collection Program. Staff Recommendation Staff recommends that Council decline the City participation in the Mobile Household Hazardous Waste Collection Program as outlined in this report.
