Volk Associates for Property Management Services for VCTC Owned High Street Property As the Council is aware, the City has an option agreement for the purchase of property on the south side of High Street with the Ventura County Transportation Commission (VCTC) . As part of the option agreement, the City has the responsibility for property management functions. At the present time during this transition period, LACTC and VCTC as well as the City are sharing in that responsibility, but the City will have sole responsibility in the very near future. City staff has solicited proposals to provide certain property management services. Initially the services relate to the review of the existing leases and developing information on current market rents for the properties. Staff has obtained a proposal from Thomas M. Volk and Associates to provide these services at a cost not to exceed $1,500. In addition, the Postal Service is preparing to seek proposals for siting of a new post office in the next few weeks. It is anticipated that Mr. Volk's services could assist the City in preparing a response to the Postal Service's request. Total cost for his service on this matter, as well as providing a contingency on the review of the present leases should not exceed $1, 000. It is recommended that the Council appropriate $2,500 from the General Fund Reserve for his services on these two matters. Mr. Volk was formerly employed by the County of Ventura and was responsible for managing their real proeprty for concessions and other enterprise-type operations. His letter of proposal is attached. P. right away in your City. I would suggest a contract be made up of three o phases; z Phase One an Investigation of documents, building rents, and Letter of findings; U m Phase Two would be an interim implementation plan which would include assisting staff in a code compliance review, a two/three year land use plan, a proposed rental schedule, generic lease and license documents for City legal counsel review as to legal sufficiency, and O property management alternatives; z O Phase Three would be to assist staff in the negotiations of the present lease/license holders and the solicitation and placing of new tenants. w 0 Phase One would take +/- 15 working hours and possibly three weeks to complete at a cost not °z5 to succeed $1,500.00. Phase Two would take +/- 100 working hours and eight weeks to complete at a cost not to exceed $7,500.00. The Third Phase, negotiating with current lessees, soliciting and a. placing new lessees, is not quantifiable, and would be based upon the actual hour at a pre-agreed O hourly rate. The end product would be a Implementation Plan including lease and easement o documents, a recommended rent schedule for use in Phase III, and a funding plan. Payment for both Phase 1 & 2 would be nine thousand dollars ($9,000.00) and take two months O wto complete. I have included herewith, a brief proposed Scope of Work outlined by task for zyour consideration. 0 U I will call you at the end of the week to discuss changes and schedule a meeting with the City and/or Project Committee.
