SUBJECT: Consider Parks and Recreation Commissioners' Overnight
Travel for Attendance at the California Parks and
Recreation Society ( "CPRS") Conference
Summary
Staff is providing the Council with follow -up information for
consideration, relating to previous Council action where a budget
of $950 was allocated to the Parks and Recreation Commissioners'
attendance at the annual CPRS conference. Staff is recommending
that the Council approve overnight travel of Parks and Recreation
Commissioners Stratton and Volke to the CPRS conference.
Background
At the December 18, 1991, City Council meeting, the Council
approved a budget amount of $950 for the Parks and Recreation
Commissioner's attendance at the annual CPRS conference, (the
minutes for this action are attached). The Council specified at
this time that the Commission can have as many Commissioners as
they want attend the conference, but the total reimbursement for
all expenses, including registration, shall be limited to a total
of $950, regardless of the number of actual Commissioners who
attend.
Discussion
On January 13, 1992, the Commission took action in order to
determine the use of the Council's budget outlined December 18,
1991. It was unanimously approved by the Commission to allow for
all expenses be paid for two Commissioner's attendance, and that
any remaining funds be provided to pay for the cost of registration
for the other Commissioners' attendance. One member of the
Commission will be unable to attend, so the budget amount is to be
used for the cost of 4 CPRS Conference registrations, and hotel,
travel and per diem costs for Commissioners Volke and Stratton.
Staff has prepared an estimate based on the action taken by the
Commission, and calculates the expenses for the conference to be

$905. In arriving at this estimate, staff accounted for the fact
that by traveling together and sharing a room, Commissioners Volke
and Stratton would be able to attend at a cost within the budget
provided by Council, and still be able to provide for the cost of
two additional registrations. The item most likely to change from
the estimate to the actual costs is the hotel rooms, because they
are assigned by the CPRS. Staff used the highest amount shown from
the selection of hotels, allowing a variation of plus or minus $15
for taxes. The proposed $44.75 balance may be needed for parking
fees, and other miscellaneous expenses.
Recommendation
That the City Council approve the overnight travel of the Parks and
Recreation Commissioners Stratton and Volke to the CPRS conference.

Councilmember Talley said that the terminology of "good"
and "very good" may cause confusion in the future. He
said a different terminology should be considered.
In response to Councilmember Perez, Councilmember
Montgomery said closure on this matter has not been
reached by the Budget and Finance Committee and they
should continue their work.
Councilmember Perez said some insight as to what level of
service was desired to be achieved should be considered
by the Budget and Finance Committee.
Councilmember Wozniak requested tiered examples from
other jurisdictions.
MOTION: Councilmember Montgomery moved and Councilmember
Wozniak seconded a motion to concur with the need to increase
Building and Safety fees; establish new fees regarding geology
and soils reviews; establish a two -tier range of valuations
for residential construction; to the establishment of a
valuation surcharge for complex foundation systems; to direct
staff to set this matter for public hearing on January 8,
1992; the Budget & Finance Committee to consider the
establishment of a minimum level of Building and Safety
service and report back to the Council on January 8, 1992.
The motion carried by unanimous voice vote.

D. Consider Amending Council Action Concerning Conference
Attendance_ by Parks & Recreation Commission Staff
Recommendation: Approve the Budget & Finance Committee
recommendation.

After Council discussion, the following motion was heard:
MOTION: Councilmember Montgomery moved and Councilmember
Talley seconded a motion that the Parks and Recreation
Commission has $950 to spend for the Annual California Parks
and Recreation Society Conference and they (the Commission)
can have as many Commissioners as they want attend Lthe
Conference but the total reimbursement for all expenses,
including registration and any other expenses shall be limited
to a total of $950, regardless of how many Commissioners
attend the conference. The motion carried by unanimous voice
vote.
