The Community Services Director position is currently vacant and
it will remain so for several months while the organization of
the department is evaluated. The duties of the director's
position have been split between several staff members, however,
the Management Analyst, Don Reynolds, has been assigned most of
the core responsibilities of the position in addition to his own
significant workload.

In this case the Management Analyst is being assigned, but not
all, of the responsibilities of the Director of Community
Services position which include the support of the Parks &
Recreation Commission and the preparation of the Community
Services annual budget. Other duties, such as the supervision of
the department personnel and the management of the on -going park
improvement projects, have been split to other personnel.
Funding for this increase is available in the Community Services
department due to the current vacancy.
Recommendation
It is recommended that the Management Analyst's salary be
temporarily increased 5% ($1,498 to $1,573 bi- weekly) as out -of-
class compensation while he performs some of the duties of the
Director of Community Services position in addition to his own.
