SUBJECT: Trains Blocking Intersections
PROBLEM
The Moorpark Police Department periodically receives complaints of
Southern Pacific Railroad trains blocking intersections at Spring
Road south of High Street and Moorpark Avenue north of Poindexter
Avenue.
DISCUSSION
Early 1991 the Moorpark Police Department established a liaison
with Southern Pacific Railroad. Our objective was to establish a
reliable means of communication with the railroad. It was this
agency' s desire to resolve and forward any concerns that may
involve the railroad. We also ensured that we had the correct
address to mail any correspondence.
During the later part of 1991, we discussed with the railroad
representative complaints regarding trains blocking within the city
limits. Two times we requested a meeting with the representative
but was told that the railroad would recontact us.
On December 20, 1991, I received a written complaint (via the city)
from a citizen regarding this problem. This citizen stated that a
train had blocked an intersection for 20 minutes. That same day we
sent a letter to the railroad representative again requesting a
meeting.
Again on January 31, 1992 , we sent a second letter to the railroad
requesting some discussion on the matter. We clarified our
position that a lack of response would leave this agency no choice
but to seek prosecution.

As of this date we have received no response.
ACTION TAKEN
Deputies have been instructed, after consultation with the District
Attorney's Office, as to proper report procedures for filing
review. Watch Commanders and dispatch personnel have been advised
that the railroad blocking issue is a high priority of the City and
deputies are to be dispatched to meet with any person who reports
this type of activity. We encourage citizens to contact the
Moorpark Police Department once they have determined that a train
has blocked an intersection for an excessive time period. For
investigative and report purposes, it is most helpful if a deputy
can contact the engineer at the scene of the occurrence.
