This requests concurrence with a proposed action of the Ventura
County Flood Control District to disband the Flood Zone Advisory
Committees.
DISCUSSION
The attached letter from Art Goulet, Director of the County of
the Ventura Public Works Agency, requests input regarding the
County's proposed action to disband the Flood Zone Advisory
Committees. As stated in the letter, these Committees may have
served a purpose at one time in providing input on special
projects, grant applications, tax rates and other matters. It
appears, however, that these committees no longer serve a viable
purpose. For example, the Flood Zone 3 Advisory Committee,
serving the City of Moorpark and the other cities in the
Calleguas Creek watershed, has not met in more than three years.
Staff has discussed this matter with staff members from the
other cities in Zone 3. All are in concurrence with the
proposed action to disband the Advisory Committee. Likewise,
Staff agrees with the proposed action and recommends concurrence
by the City Council.

Staff recommends that the City Council concur with the proposed
action of the Ventura County Flood Control District to disband
the Flood Zone Advisory Committees.

The Public Works Agency is considering making a recommendation to
the Board of Supervisors of the Ventura County Flood Control
District to disband the Zone Advisory Committees.
This is part of a larger effort of the County (and the dependent
special districts) to examine the need for continuation of non -
statutory committees and to reduce the cost of operations. As you
are aware, committee meetings and the preparation for them can be
time consuming and, therefore, costly.
There is no statutory requirement for the Zone Advisory Committees
to exist. They were created many years ago, and may have been of
value at that time, particularly because the Flood Control District
had the authority to levy taxes and the Board of Supervisors relied
on the committees for the appropriate level of taxation. Subse-
quent to the passage of Proposition 13, the District no longer has
discretionary taxing authority.
Additionally, years ago there was considerable concern about "fair"
distribution of tax revenue in terms of projects which proceeded to
construction. This issue has not been raised in a long time,
perhaps because the District is much more sensitive in terms of how
projects are prioritized. Our staff communicates much more closely
with the city staffs and takes their input into account when the
District's budget is prepared. Each city also has an opportunity
to comment on the District's five year capital improvement program
each year, at which time there is an opportunity to see where the
District is heading with projects.
Your input on this issue is sincerely solicited. While we are
leaning towards a recommendation that the committees be disbanded,

we don't want to finalize our recommendation until we hear from
you. If your perspective is different, we need to know it. We
would also like to know if you agree the committees serve no useful
function.
