Gilbert Director of Public Works C� FROM: Ronne , DATE: February 10, 1992 (Council Meeting 2- 19 -92) SUBJECT: Consider Approval of an Application for SB 821 Bicycle/Pedestrian Funds for the Construction of Sidewalks in the Vicinity of Flory Elementary School OVERVIEW This presents for consideration a Resolution authorizing submittal of an application for SB -821 funds for the construction of bicycle /pedestrian facilities. DISCUSSION A. Background Each year at this tine the Ventura County Transportation Commission requests application for Transportation Development Act Article 3 (SB - 821) projects. This year there is approximately $272,000 available County -wide for this program. The deadline for the submittal of SB -821 grant applications is February 21, 1992. B. Prior Projects The City received SB -821 funds in the amount of $107,007 for Fiscal Years 1986 -89 for the construction of sidewalks in several locations on Hiqh Street. All of those projects have been constructed and the monies expended except for a portion of sidewalk on the north side of High Street between Bard Street and Magnolia Street ($29,451.94). That project is now out to bid and is expected to be under construction within two months. In FY 1989/90 the City received SB -821 funds in the amount of $45,200 for the construction of a sidewalk on the north side of Los Angeles Avenue frog Spring Road to Millard Street. WOZNIAK Mayor Mayor Pro Tem Councilmember Councilmember Councilmember SB 821 Application �-- February 19, 1992 Page 2 In FY 1990/91 the City received SB -821 funds in the amount of $55,000 for the construction of additional pavement width to accommodate bicycle lanes on Tierra Rejada Road from a point just west of Spring Road to Moorpark Road. That project is expected to go out to bid in the near future. C. Proposed Project Attached as Exhibit 1 is a map of the area around Flory Elementary School. The map shows those areas where there are sidewalks. It also shows those areas where there are no sidewalks. All of the areas highlighted on Exhibit 1 are routes taken by children walking to and from school. As you can see, there are many areas where there are no sidewalks. This conditions leads to a practice commonly exercised by these school -aged pedestrians of walking in the street. Construction of these "missing link" sidewalks will dramatically improve pedestrian and vehicular safety in this area. The project will also include the construction of curb and gutter and minor pave -out on the east side of Bard Street north of Third Street and the relocation of a utility pole in conflict with the project, which is located on the east side of Millard Street north on Los Angeles Avenue. D. City Share Consistent with past practice, and in an effort to place the City's Application in a favorable competitive position with grant applications submitted by other cities, it is recommended that the grant application be for 50% of the estimated project costs. The City's 50% local share match is recommended to be funded by Gas Tax funds. E. Options All of the areas shown on Exhibit 1 are in need of sidewalks. But in order to provide some flexibility in the funding amount (to make the City's application more competitive) it is suggested that the City's application provide for two levels of effort. To this end, Exhibit 1 shows both a Project A (minimum effort) and Project A/B (requested level of effort).
