SUBJECT: Consider Use of Community Center by
Moorpark Unified School District (MUSD)

The City Council has previously stated their support for having
the District meetings shown live on Channel 10. Staff has
calculated the direct costs, approximating the length of the
meetings of the District by consulting with their staff, and
anticipating the acceptance of our new inclusive contract with
VideoMax for their services. The labor cost of room preparation,
cleanup and closing the facility, along with cost of the
technical services for one meeting would be $225. This would
include the use of the kitchen for closed sessions. Essentially,
this waives rental charges on the room which saves the School
District $125 per meeting. If the District would like coffee set
up, it can be arranged for another $10.
The other costs for use of the room which are normally included,
such as electricity and indirect overhead, are not included in
this figure. The labor cost is estimated at $25 per hour and it
is estimated that the average meeting would conclude around 11 pm
allowing 30 minutes for the maintenance worker to lock up the
facility. This is equivalent to $75 per meeting. The inclusive
proposal for VideoMax services, when applied to a per meeting
rate, is $150.
Although it is recognized that some meetings will conclude
earlier and others will last longer than 11 pm, it is felt by the
District and City financial staff that a flat rate is less costly
to administer. The rate will be revisited to determine if it
reflects the actual average direct costs when we prepare the FY
1992/1993 budget.

In the event they want the tape of the meeting replayed on
Mountain Meadows Cable, arrangements must be made by the School
District with Mountain Meadows /Entertainment Express. We cannot
compel the cable operator to replay the School District's tapes.
However, Mountain Meadow /Entertainment Express has been
cooperative in the past. If they would like a re -play of the
meeting on the City channel it can be arranged. The additional
cost is $40. The meetings could be replayed the following
Tuesday.
It is my understanding that the District would like to begin
using the facility in March. The schedule for March has been
arranged to accommodate the District's request. Tuesday evenings
have been reserved for their use until further notice. This will
eliminate the possibility of renting the room for a weekly
recreation program.
Although there are some costs not recovered by this arrangement,
such as the fixed costs of the video equipment, the benefits to
the public in being able to observe the activities of their
School Board should be considered. The public has responded very
favorably to the presentation of the Council meetings and it is
anticipated that the public will recognize the benefit of viewing
the School Board meetings.
Recommendation
It is recommended that the School Board be allowed to use the
Apricot Room to hold their regular monthly meetings and that the
charges for the use of the room and the live televising of the
meetings on Channel 10 be $225 per meeting which is the City's
anticipated actual cost.
