Lindley, Assistant to the City Manager"-- DATE: February 11, 1992 (For Council Meeting 2/19) SUBJECT: Consider Approval of the Proposed Multi - Family Recycling Program Background The franchise contact between the City and its commercial refuse haulers states that a multi- family recycling program was to be implemented in January, 1992. On December 12, 1991, Council took action to defer the start -up until no later than March, 1992. The multi - family recycling program refers to those multi - family complexes (condominiums and apartments) that utilize communal bins to collect refuse in place of individual 30 gallon containers. There are six such complexes in the City, five receive service from G.I. Industries and one from Moorpark Disposal. The program design proposed by staff includes utilizing split bins, one side designated for newspaper and the second for all other recyclable materials. Working with the haulers and complex managers or homeowner associations, the specific number of bins required will be identified based on the needs and physical limitation of each complex. In some instances, some refuse bins will be replaced by recycling bins. In the case of Le Club, its refuse enclosures can accommodate both a refuse bin and a recycling bin. The bins will be modified at the cost of the haulers. Since the approximate weekly collection for the complexes combined will be less than 700 pounds, the haulers will continue to process materials in their yards. PAUL W. LAWRASON JR. JOHN E. Multi- Family Recycling February 11, 1992 Page 2 Staff and the Public Works and Facilities Committee discussed the feasibility and effectiveness of providing residents with a small container that would be kept in each unit to collect recyclable materials. often, multi - family units are small and it is difficult to store an additional container. Because the programs are relatively new, it is not possible to determine whether providing containers increases the level of participation in multi - family recycling. It is suggested that the City wait after the program has been fully implemented and there is sufficient data to evaluate the impact before making a decision regarding the distribution of containers. G. I. Industries has contacted each of the complexes it services and has received their support, Moorpark Disposal has indicated that it will contact its multi - family customer. City staff will follow up by distributing informational materials that explains why recycling is necessary and identifies the types of materials that can be recycled. Assistance will also be provided to complex managers or homeowner association to gain the maximum level of participation. Public education is critical to the success of any waste reduction effort. The multi - family recycling service will be implemented during the month of March with staggered start dates for each complex. Staff will work with the haulers to establish an implementation schedule. Recommendation Staff recommends that Council approval the multi - family recycling program as outlined in this report, to be effective during the month of March 1992.
