High Street between Moorpark Avenue

OVERVIEW
This presents for consideration a resolution changing the speed
limit on High Street to 30 MPH.
DISCUSSION
A. Background
In March of 1990 the City Council adopted Resolution No. 90-
639 setting the speed limit on High Street at 25 MPH. In July
of that year this action was reaffirmed with the adoption of
Resolution No. 90 -701 setting Speed Limits throughout the City
-- including High Street.
B. Reassessment of 25 MPH Limit
Speed surveys in support of both of these actions noted
existing and anticipated pedestrian traf f is in the area as the
basis for the recommended 25 MPH Speed Limit. More recently
this question was revisited and reevaluated by the Traffic
Engineer. It was the finding of the Traffic Engineer that the
pedestrian traffic was not as high as previously anticipated.
It is recommended, therefore, that the Speed Limit on High
Street be changed to 30 MPH. Attached (Exhibit 1) is a speed
survey in support of this recommendation.
RECOMMENDED ACTION
Adopt the attached Resolution changing the speed limit on High
Street to 30 MPH.

RESOLUTION NO. 92 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING RESOLUTION
NO. 90 - 701 BY CHANGING THE SPEED LIMIT FOR
HIGH STREET
WHEREAS, Resolution No. 90 - 701 designated the speed limit
for that portion of High Street between Moorpark Avenue and Spring
Road to be twenty -five (25) MPH; and,
WHEREAS, the City has directed that this speed limit be
reevaluated and that a new speed survey be conducted for this
purpose; and,
WHEREAS, the findings in said survey support changing the
speed limit for this street segment.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Resolution No. 90 - 701 is hereby amended by
changing the speed limit for Segment No. 12: High Street -- between
Moorpark Avenue and Spring Road, from 25 MPH to 30 MPH.
SECTION 2. That the City Manager is directed to have speed
limit signs posted and maintained giving notice of said speed
limit.
PASSED AND ADOPTED this 4th day of March, 1992.
