SUBJECT: Consider Policy for Temporary Soccer Goals at City Parks
Summary
The following report will propose that a policy for temporary
soccer goals be considered by the City Council as recommended by
the Parks and Recreation Commission at their February 10. 1992,
meeting. Staff's recommendation is that the Council adopt the
proposed policy a_s presented in Exhibit "A."
Background
The City currently has two temporary soccer goals ( "goals ") at bath
Peach Hill and North Meadows Parks. It has been recognized by the
Park and Recreation Commission that these two sets of goals are
stored and used at random, and that a standard needs to be
established that helps to preserve the quality of the equipment and
the turf, and also provides for public safety when in use and when
the goals are not in use. Exhibit "B" is a copy of the staff
report submitted to the Commission which provides additional detail
of these concerns.
Discussion
The proposed policy recommends that the goals be anchored when
used, and locked away from play areas in the parks when not in use.
Since February 10, staff has reviewed the draft policy submitted to
the Commission ( "Attachment" to Exhibit "B") and made some language
changes that are consistant with the Park Recreation Commission
action, but is more conciss. In addition, staff has deleted some
of the procedural aspects of the draft policy that were part of the
original proposed policy. Specific procedures that have been
deleted include rotating the goals to preserve the turf and
scheduling maintenance activities in coordination with park
reservations. It has been determined that these procedural matters
are more appropriately addressed at the staff level rather than as
part of the formal policy.

and the ccsts to the City of setting up and storing the goals, will
be analyEad_ it may be found that the City needs to add a fee to
the rese- cation sheet for the use of the soccer goals. This can be
best determined after a history of use of the facilities is tracked
and a cost for the use of the goals can be derived.
Recommendation
That the City Council consider the adoption of the policy for
temporar: soccer goals, as presented in Exhibit "A."

PROPOSED
POLICY FOR TEMPORARY SOCCER GOALS
The following will set forth a policy for the use and maintenance
of temporary soccer goals at City parks.
1) DEFINITION
A "temporary" soccer goal shall be defined for the purpose of
implementing this policy, as a soccer goal that is not permanently
anchored.
2) USE OF TEMPORARY SOCCER GOALS
The public may request to use the temporary soccer goals
( "goals ") as follows:
a) Request to use the goals must be made at City Hall in
writing using the "Park Facilities Reservation Form." A
specific request to use the goals must be indicated on
the application Reservation Form, (in addition to a
reservation for the open space at the park). Ot

located at North Meadows Park shall be secured by lock
and chain behind the backstop at the north eastern
portion of the park;
b) Within 2 working days after their reserved use the goals
located at Peach Hill Park shall be secured by lock and
chain to the chain link fence along the eastern boundary
of the park;
C) Specifications for the storage of goals at other City
parks will be added to this policy as needed.

4) OTHER
a) Other requirements may be added as required to meet
special circumstances of the applicant or the City as
determined by the Director of Community Services.

SUBJECT: Consider Policy for Temporary Soccer Goals at North
Meadows Park and at Peach Hill Park
The following report will present the Commission with a proposed
policy for temporary soccer goals. Staff will recommend that the
goals at Peach Hill Park and North Meadows Park be secured to a
fence when not in use, and be anchored when.being used.
Background
There is currently no formal policy which applies to the City's two
temporary soccer goals. During the Park Tour February 1, 1992, it
is was brought to staff's attention that a policy is needed to
address the safety of the equipment, and the maintenance of the
temporary soccer goals.
Currently, the goals at North Meadows Park remain unlocked when
they are not being used. At Peach Hill Park, they are always
locked when not being used. The goals at Peach Hill Park are next
to a large children's play area and are frequently used by children
to play on. The goals at both parks are not anchored when being
used. This causes the potential for a safety problem when being
used for soccer, or for climbing on.
Discussion
In order to improve the standards for the use and maintenance of
the City's temporary soccer goals, staff is proposing a policy as
described in the attachment to this report.
In the policy, the goals will be anchored when in use and when
used for extended periods of time, (i.e., soccer season), they will
be moved every four weeks in order to avoid excessive wear on the
turf. The goals at Peach Hill Park will be relocated to the far
fence area, away from the children's play area, in an attempt to
mitigate the safety concern associated with climbing on the
equipment. The quality of the goals will be checked during each
park safety inspection for the need of repairs.

Recommendation
That the Parks and Recreation Commission consider and /or amend the
attached policy as deemed appropriate, and authorize staff to
present this policy to the City Council March 4, 1992

POLICY FOR TEMPORARY SOCCER GOALS
The following will set forth a policy for the use and maintenance
of temporary soccer goals at North Meadows Park and at Peach Hill
Park.
Definition
A "temporary" soccer goal shall be defined for the purpose of
implementing this policy, as a metal frame piece of equipment
designed to hold a net in place for soccer activities, that is not
permanently secured to the ground. Although this equipment is
anchored to the turf, the distinction between "permanent" and
"temporary" is that the anchors themselves can be lifted from the
turf in order to allow the temporary goal to be moved, where as a
permanent goal cannot be relocated easily and resurrected in a
different location for immediate use.
USE
The public may request to use the temporary soccer goals ( "goals")
at North Meadows Park and at Peach Hill Park in consideration of
the following:.
A) Request to use the goals must be made at City Hall in
writing using the "Park Facilities Reservation Form."
Policies applicable to the use of this form are also
apply to the use of the goals. Whenever possible,
reservations for this equipment will be made one week in
advance;
B) Other requirements may be added as needed, or tailored to
meet special circumstances of the applicant by the
Director of Community Services, the City Manager, or an
authorized representative of the City when deemed
necessary. If an exception to the policy is permitted,
the reasoning which justifies the exception will be
reported-to the Park and Recreation Commission at the
next regular scheduled meeting.

City's Responsibilities
"^ The following will describe City procedures for accommodating
public need for temporary soccer goals, while maintaining other
City standards to preserve the turf and provide a safe environment:
Goals Not Reserved
C) When not reserved by the public, the goals at North
Meadows Park will be secured by lock and chain to the
ball field backstop on the east portion of the park, (not
the improved ball field), and the goals at Peach Hill
Park will be secured along the back fence facing Peach
Hill Road;
D) Anchors for the goals will be stored at the City
Maintenance yard;
Reservations
E) When a reservation is made at City Hall, City maintenance
staff'will.be informed'of the request-Vithin 24 hours;
G) When placing the goals for a reservation, staff will
avoid using the same location each time in order to
preserve the turf, and secure the goals with anchors
before the use of the equipment is scheduled to begin;
H) When the goals are reserved for a period of time longer
than one month, (e.g., league practice during soccer
season), staff will rotate the location of the goals
after every four week period of time in order to preserve
the turf, or sooner, if the condition of the turf
requires this action, (each time they are moved, the
anchors will be used to hold the equipment down in the
new location);
I) In the event that maintenance projects are scheduled to
occur in the open space at North Meadows Park or Peach
Hill Park, and it is. determined. that this work will
interfer0 with soccer activities at the park, maintenance
staff will inform the Department Secretary with 24 hours
of realizing that a conflict between use and maintenance
will occur. The Department Secretary will then contact
and the responsible parties who have reserved the park
for this use and advise the Director of Community
Services as needed.
J) No maintenance to the park or goals will be scheduled
during the regular soccer season (August to December)
which may interfere with the prolonged use of this
equipment, without first receiving approval from the
Director of Community Services.
K) The safety condition of the goals will become part of the
safety inspections performed by staff, and concerns will
-- be addressed as soon as thereafter as possible.
