SUBJECT: Consider Adjustment in Salary Range for Director
of Community Services and Public Works Director
Positions
The City currently has a vacancy in the position of Director
of Community Services. When such vacancies occur, we take
the opportunity to evaluate the responsibilities and
organizational relationships as well as salary level. This
is done to determine if changes are warranted in the
responsibilities or requisite qualifications and to make sure
we have a competitive salary in order to attract suitably
qualified applicants. No changes will be made in the
responsibilities for the position but I recommend approval of
a change to the salary range.
Staff has not conducted a formal survey of salaries for this
position, but in tracking recent job announcements for
comparable positions, it appears that a review is warranted
not only for this position but the other Department Head
positions as well. However, considering the current
condition of the economy and related factors, it may not be
possible to make adjustments even if determined to be needed.
We did do a comparison to the nearby City of Agoura Hills for
their position of Director of Community Services. Their
monthly salary range is $4,435 to $5,392 in comparison to
Moorpark's $3,907 to $4,749.
I recommend that the salary range be increased by five
percent to $4107 -$4987 for the Director of Community Services
position. This is the same range as the Director of
Community Development. These two positions have comparable
responsibilities. In addition, the Public Works Director
position, which also has comparable responsibilities, should
have its salary range increased by five percent. The
proposed increase would be covered by salary savings realized
in the Director of Community Services vacancy and certain
positions in the Public Works Department. This change would
allow us to offer a more competitive salary range during the
recruitment for the Director of Community Services position.

STAFF RECOMMENDATION
Authorize a five percent increase in the salary range for the
Director of Community Services and Public Works Director
positions effective February 10, 1992.
