SUBJECT: Consider Approval of the Design Plans for the
Commuter Rail Platform
Background
On November 20, 1991, Council approved the acreement between the
Southern California Regional Rail Authority (SCRRA) and the City
for design and construction of a commuter rai= platform. The bid
process for the construction of the platform has been completed, a
contractor selected and the design plans submitted. Council action
is needed to approve the platform design and to proceed with
construction.
As you may recall, the agreement between SCRRA and the City
included two platform alternatives. At that time, staff was
negotiating with Caltrans over platform size requirements for
Amtrak service. Alternative "A" in the agreement identified a 425
foot platform, which is the minimum length for commuter rail
service. Alternative B identified a 800 foot platform, which was
the original size requirement for Amtrak service. Since the
Council's action, Caltrans has indicated thar- it would approve a
600 foot platform for Amtrak service in Moorpark for the San Diegan
train - it is no longer necessary to consider a 800 foot platform.
The original estimates the City received from the Rail Authority
indicated that the costs of the platform would be $43,368 for
design and $361,400 for construction. Now t =iat a contractor has
been selected, cost estimates have been re- ;ised - $46,512 for
design and $387,600 for construction. This represents an increase
of $29,344.

The total cost of designing and construction a commuter rail
station will be approximately $760,000 (excluding any parking
facilities south of the tracks). In September 1991, as part of the
TCI grant application, the Council designated the use of $200,000
to help fund the commuter rail project. The City also applied for
Transportation Capital Improvement Funds to finance part of the
design and construction costs for the station. The California
Transportation Commission will not make its TCI funding
recommendation until March but there has been some indication that
the City may receive funds. Staff, along with VCTC, is working
with SCRRA to secure other possible funding sources. At this time
it appears that the cost of the platform may be funded with an
alternative source (non City funds). The final appropriations will
be deferred until the City knows exactly how much in City funds
will be needed. The City's share of the funding would be a
combination of TDA, Transportation System Mitigation (TSM), and /or
a loan from the General Fund to the TSM Fund to be repaid as
developer mitigation fees are collected. Firm information should
be able available shortly and staff will report back to Council
with a funding update.
Again Council faces several alternatives in regards to Amtrak
accommodations. First, the City could extend the existing 500 foot
side platform by 100 feet for approximately $50,000. Second, the
City could extend the length of the 425 foot commuter rail center
platform, which will be located between the two sets of tracks, by
175 feet. This action will cost approximately $90,000. Last,
Council could decide to decline Amtrak service which would
eliminate the need for an expenditure for either option. The City
can not expect any funding assistance with expenditures related to
Amtrak accommodations and will not receive a guarantee on how long
Amtrak would service Moorpark. In addition to the aforementioned
alternatives, staff is has learned that Caltrans approved a 500
foot Amtrak platform in Ventura, and is pursuing negotiations to
approve Moorpark's existing 500 foot platform without improvements.
The Transportation Committee met on February 24 to review the
design plans and to discuss the Amtrak alternatives. The
Committee's decision was to recommend that the platform design be
approved and that the City proceed with plans to extend the
existing platform 100 feet for Amtrak service.
Recommendation
Staff recommends that Council:
