SUBJECT: REVIEW OF PARKING STANDARDS FOR ARCADES
Background
On March 16, 1992, the Community Development Committee discussed
the parking requirements of the City related to arcades. The
Community Development Committee noted that the parking requirements
of the surrounding cities related to arcades varies substantially,
and that the City of Moorpark appears to have more stringent
parking requirements than the neighboring cities. At the meeting
of March 16, 1992, the Community Development Committee recommended
that this matter be referred to the City Council at the March 25,
1992 meeting and the City Council adopt the attached resolution
directing that the Planning Commission review the arcade parking
standards and report back to the City Council with a
recommendation.
Discussion
Recently there has been an interest on the part of a potential
applicant for an arcade to revise the current parking standards
required for arcades on the basis that most of the patronage at
these facilities do not drive automobiles . The City's current
Zoning Ordinance allows arcades in the C-2 and CPD zone with a
Planning Commission approved Conditional Use Permit.
As defined in the Zoning Ordinance, an arcade is defined as :
"A commercial amusement establishment containing four or more
game machines, electronic or otherwise, or similar amusement
devices . "
Pursuant to Section 8108 - 1 ( ff) Parking - Arcades are required to
have 1 parking space plus 2 bicycle rack spaces per 50 square feet
of gross floor area.
Staff has contacted several of the surrounding cities and have
obtained their parking standards for arcades . These requirements
are as follows:

Camarillo: No set parking requirement. The parking
requirements would be determined as a function of
the Conditional Use Permitting process .
Fillmore: Conditional Use Permit required. Parking depends
upon the type of building. The required parking
specific to "arcades" is not directly addressed in
the City's Zoning Ordinance. According to the
Planning Director, the required parking would most
likely be 1 parking space for each 250 square feet
of gross floor area which is the City's requirement
for General Commercial Uses .
Oiai: Permit parking requirements to be determined by
Planning Commission ( for interpretation, use is not
included in code) . Parking ratio, 1/300.
Oxnard: A Special Use Permit is required for three or more
machines and the parking requirement is 1 parking
space for each 175 square feet of gross floor area.
Port Hueneme: No set parking requirement is listed for arcades in
the City's Zoning Ordinance. The required number
of parking spaces would be a matter of
interpretation and as such would be set with the
CUP.
Santa Paula: Conditional Use Permit required. Parking ratio
requirements are determined by planning dept.
Simi Valley: Conditional Use Permit required for five or more
machines . The required parking ratio is 1 parking
space for each 250 square feet of gross floor area.
Thousand Oaks: An arcade requires approval of a Special Use Permit
The parking requirements are 1 parking space per
each 250 square feet of gross floor area. In
addition adequate bicycle parking facilities are
required. The number of bicycle parking spaces
would be determined as a function of requirements
of the Special Use Permit.
Ventura: Conditional Use Permit required for ten or more
machines . The required parking ratio is 1 parking
space for each 175 square feet of gross floor area.

As can be seen from the requirements of the surrounding cities, the
parking requirements for arcade facilities varies from that of the
City of Moorpark which is 1 parking space per 50 square feet of
gross floor area to 1 space per 250 square feet of gross floor
area. The required parking of some cities could require any number
of parking spaces as the parking standards would be determined
based on the review of the project description and would be
determined as a result of the review process of the discretionary
project (Special Use Permit or Conditional Use Permit.
In reviewing the various jurisdictional parking requirements, it
appears the Moorpark's parking standards are more stringent than
those of the surrounding cities . As it is probable that a high
percentage of patrons attending an arcade would either: 1) walk to,
ride their bicycles to, or be dropped off by an adult to the
arcade, it would appear that there may be a need for adequate
bicycle storage parking facilities, but less stringent parking
facilities for these types of uses .
Recommendation
Adopted the attached Resolution directing the Planning Commission
to review the parking standards related to arcades and report back
to the City Council with a recommendation.
