Rubin, Management Analyst 0z DATE: March 11, 1992 (3/25) Council Meeting (805) 529 -6864 CALIFORNA _ .:.��J AI's ng iy� Z 3 12u.92- 3, By SUBJECT: Approve Resolution No. 92 - e 3 l Designating a Local Enforcement Agency SurLmary At the March 4, 1992, City Council meeting, Council approved the recommendation by Staff to designate the Ventura County Resource Management Agency, Environmental Health Division as the City's Local Enforcement Agency (LEA). Background In accordance with recent requirements of the California Integrated Waste Management Act (AB 939), each city and county is required to formally designate a Local Enforcement Agency (LEA) for enforcement of State solid waste laws. Since, 1977, the Ventura County Resource Management Agency, Environmental Health Division has served in that capacity for the City of Moorpark, for all other cities in Ventura County, and for the County. The attached resolution must be approved by the City Council, and subsequently submitted to the Ventura County Resource Management Agency by August 1, 1992. There are no additional costs associated with this designation. The enforcement program is funded by user - fees. Recommendation Staff recommends that Council adopt the attached Resolution No. 92 - designating the Ventura County Resource Management Agency, Environmental Health Division as the Local Enforcement Agency 'LEA) for the City of Moorpark.
