Reynolds Jr., Management Analys ;y DATE: March 19, 1992 SUBJECT: Public Hearing for the Reappropriation of Community Development Block Grant ("CDBG ") Funds for the 1987/88, 1988/89, 1990 /91 Program Years, (Estimated to be $5,925.57) The following report will summarize the status of the completed CDBG projects applicable to the above stated grant years, and recommend that the Council consider the reappropriation of these funds in conjunction with the 1992/93 grant appropriations. Staff's recommendation is that the Council open the public hearing, receive public testimony, close the public hearing, allow the Budget and Finance Committee to review potential uses for the funds in conjunction with the 1992/93 grant proposals, and make a final recommendation to the Council April 15, 1992. Background On March 4, 1992, the City Council directed staff to schedule a public hearing for the reappropriation of grant funds that remain after the completion of three CDBG projects. This report summarized why the balances exist and the City's need to reappropriate the funds. The three completed projects are as follows: 1987/88 CDBG B3.1- Virginia Colony Street Improvements; 1989 /90 CDBG D3.5- Vocational Training; 1990/91 CDBG E3.8- Removal of Architectural Barriers. The street improvements were completed in August of 1991, the removal of architectural barriers project ended in October, 1991, and the Vocational training program ended December 31, 1991. The total amount remaining from these projects is $5,925.57. The vocational training program balance of $562.57 is available for consideration to another public service or any CDBG eligible project (accept administration). The balances of the street improvement project, ($1,795) and the removal of architectural barriers project, ($3,568), (totalling $5,363) are available for other development projects, and not available for public services or administration. Mayor Pro Tom Councilmernber Councilmember Councilmember mayor Pnnred On Recycled Paper Discussion Staff brings these projects to the Council's attention at this time in order to make the reappropriation process more efficient by combining it with the 1992/92 CDBG appropriations. Attachment "A" shows the combined amounts available when the two appropriations are considered together. These amounts are distinguished by the funding caps applied by HUD for administration and public services, but the Council can reappropriate these funds for development programs, rather than appropriating the Vocational Training surplus monies to another public service. As referenced by staff in its report to Council on March 4, 1992, it is recommended that the $5,363 available from street improvements and the removal of architectural barriers project be reappropriated to the Charles Street improvement project. This amount when added to the existing balance of $96,013.30 would bring the new amount to $101,376.30. It is a logical decision to add as much CDBG to this project as possible, because the federal regulations will have to be followed regardless of the percentage of CDBG that funds this work, (CDBG-is currently about 1/3 of the total costs estimated for Charles Street Phase I construction). Of the 21 proposals received by the City for the appropriation of the 1992/93 CDBG monies, 14 of these requests apply to the public service amount available. The requests exceed the available amount by approximately $93,543. Adding another $562.57 is a small amount relative to the total, but it is still important to various agencies that are applying. Under the new grant distribution formula contained the three year Cooperative agreement, the City public service appropriations lost $1,537 compared 1991/92, and this surplus amount will help to compensate for about 1/3 of this loss. 2 Rer-ommendation That the City Council consider the reappropriation of surplus CDBG program funds at the same time as the appropriation of the 1992/93 grant funds, by: 1) Receiving public testimony for consideration in reappropriating the 1987/88, 1989/90 and 1990/91 grant years (estimated to be $5,925.57) and close the public hearing; 2) Defer final appropriations to the April 15, 1992, City Council meeting, and; 3 ) Direct the Budget and Finance Committee to consider these funds in conjunction with their review of the 1992/93 grant proposals prior to the April 15, 1992, Council meeting and make a recommendation to the Council for final appropriation.
