SUBJECT: Cinco de Mayo Status Report BACKGROUND The City has budgeted $2,000 this fiscal year for recr -aticn activities recognizing Cinco de Mayo. We are estimating that approximately 500 people will attend. The proposed MYAC event would include activities and games, pinatas, arts and crafts, face painting, food booths adhering to environmental and county health codes, moon bounce, entertainment, displays of local artists, salsa cook -off and teen talent contest. Within this proposed event, all activities would be free with the exception of food purchases, moon bounce and pictures. No booth would handle any cash. All tickets would be sold at a central site near the entrance controlled by two adult MYAC members at all times. MYAC would give a detailed receipt reimbursement accounting summary to City Council immediately following the event. MYAC would also provide bilingual publicity, event banner and display advertising. MYAC is also recruiting other non - profit organizations to assist. with the family event. It is proposed that the City provide the budgeted $2,000 less all out -of- pocket costs including but not limited to the cost of Special Event insurance: clean up and staff above and beyond the one maintenance staff person scheduled to work that day and the Recreation Coordinator and Recreation Supervisor. Insurance for this event would be $145.67 plus $60.30 covering food vendors. There would not be any alcohol. The City would also offer use of community center restrooms, electrical hook -ups, but not extension cords or any power generator, tables and chairs in addition to the budgeted $2,000. The City will also advertise the event on the Government Channel. Some concerns with their proposal include: 1) there is no allowance for security; 2) for this amount of money the event is relatively short (only four hours); 3) it appears the budget for the event does not include all costs and should be revised; and 4) entertainment is too expensive. RECOMMENDATION Staff recommends acceptance of MYAC as co- sponsor of the event and that Council authorize staff to work with MYAC to plan an event so the City's expenditures don't exceed the budgeted $2,000.00 consistent with this report and that the City approves all language of the advertising and publicity. ttGchment: Original Proposal MOCRPARK YOUTH ACTIVITIES COMMITTEE CINCO DE MAYO PROPOSAL TO THE CITY OF MOORPARK TO BE HELD ON SATURDAY, MAY 2, 1992 BECAUSE OF THE CONTINUING COMMITMENT OF MYAC IN PROVIDING CULTURAL ACTIVITIES TO ALL OF OUR COMMUNITIES' YOUTH, THE MOORPARK YOUTH ACTIVITIES COMMITTEE IS REQUESTING AN OPPORTUNITY TO CO- SPONSOR CINCO DE MAYO ACTIVITIES THIS YEAR WITH THE CITY OF MOORPARK ON SATURDAY, MAY 2, 1992, BEGINNING AT 11:00 AM AND ENDING AT 3:00 PM, AT THE COMMUNITY CENTER LOCATION. MYAC IS REQUESTING THE CITY OF MOORPARK TO PROVIDE: INSURANCE COVERAGE, FACILITY USE OF THE OUTDOOR PARK AREA IN FRONT OF CITY HALL, TRASH PICK UP, AND CUSTODIAL SERVICES, PORTABLE TOILETS, LIVE ELECTRICAL HOOK -UP OUTLETS, CHAIRS, TABLES, AND A MINIMUM OF $3,500.00. ITEMS THAT MYAC WILL NOT BE ENGAGED IN AND /OR REQUIRE FOR OUR PROGRAM:_ NO ALCOHOLIC BEVERAGES WILL BE SERVED /SOLD - NO PAID ADDITIONAL POLICE SECURITY WILL BE REQUIRED BECAUSE OF THE ABSENCE OF ALCOHOLIC BEVERAGES - NO EVENING ADULT DANCE WILL BE A PART OF THE MYAC PROGRAM - NO QUEENS COURT WITH SALES OF SCHOLARSHIP TICKETS WILL BE A PART OF OUR RESPONSIBILITY. HOWEVER, MYAC WOULD GLADLY ACCOMMODATE AND /OR INCORPORATE INTO THE PROGRAM IF IT IS RUN BY A SEPARATE GROUP WHO WOULD COORDINATE DIRECTLY WITH THE CITY OF MOORPARK FOR ALL FINANCIAL AND LIABILITY OBLIGATIONS. - NO ENTRANCE FEE WILL BE CHARGED - ONLY SINGLE SHEET PROGRAMS LISTING TIMES OF PERFORMANCES AND NOTATION OF THOSE ITEMS OF WHICH A FEE WILL BE CHARGED (SUCH AS -FOOD AND MOON BOUNCE) AND THOSE ITEMS THAT ARE OFFERED FREE OF CHARGE, WILL BE .PRINTED.
