.CTION:
The City has participated in the funding an Independence Day
celebration sponsored by the Chamber of Commerce for the.last
three years. The Chamber of Commerce, per the attached letter
from their President, Dr. Abrams, has decided not to sponsor an
event this year. Instead, the Chamber has decided to sponsor a
Business Expo /Health Fair to be held in the Moorpark Town Center
on Saturday, May 2nd from 9 a.m. to 5 p.m.
The City budgeted $4,000 for this year's Independence Day
celebration for police services. Due to budget constraints this
fiscal year, that amount was reduced to $2,000. The funding for
the event was from the General Fund in the Administrative
Services Department line item for community promotion
(01.117.631) .
The Chamber indicated that last year they expended $36,000 for
the event. This figure did not include the $2,000 the City spent
to cover the cost of law enforcement services. The total
receipts, according to the Chamber staff, were approximately
$37,000. As you can see, without the City funding the Chamber
would have lost money on the event. The Chamber of Commerce
staff members have expressed concern regarding the cost of this
event and the commitment of a tremendous amount of staff and
volunteer hours.

Budget & Finance Committee Review
The Budget & Finance Committee discussed this matter at their
meeting held March 9th. In the absence of a primary sponsor, it
would be very costly for the City alone to organize and staff the
event. The Committee suggested that we not fund an Independence
Day celebration this year and accumulate our resources for July,
1993 when we can celebrate the City's Ten Year Anniversary.
Staff concurs with the recommendation of the Budget & Finance
Committee.
Recommendation
The Budget and Finance Committee and staff recommend deferring a
July 4th event until next year when we will have a combined ten
year anniversary celebration and Independence Day celebration.

Due to the limited number of volunteers, staff and funds

romotions, the Board of Directors determined that our
continued sponsorship of an Independence Day event, in

promotion event would not be possible.
Planning is currently underway for a "BUSINESS E=-0/HEALTH
FAIR- to be held on Saturday, May 2 from 9 am to 5 pa at -the
Moorpark Town Center'.- We expect approxiinately =0 to 50
e_xhLibitors to participate, promoting their businesses and
services to local consumers. Entertainment, giveaways and
special promotions will be offered throughout the day, making
:.his a festive, family- oriented event.

To assist other organizations in determining whethe= or zZt
they would like to assume future sponsorship of the event, a
brief overview of past expense and time requirement follows:
In 1991, $36,289.00 was the Chamber's cost for sponsoring t: e
Concert in the Sky event. Planning and execution of -=he evert
required a total of approximately 60 volunteers (pr=�Idlnc a
total of 1800 volunteer hours) in addition to 360 tours cf.
Chamber staff time.
This year, the Chamber is looking forward to pre =enting a
successful, business promotion event, which fo " -ows
Chamber's mission of "promoting a profitable economic
environment ".
Additional information about this new event will be relea =_ed
in the next few weeks as the planning and, de elopm nt
continues. We feel that it will be a positive adf-ition to
existing community events while helping to pro=ote the Uany
outstanding services and products available to consumers in
Moorpark.
