K9CALLIFORNIA Ci 1 y CO cll Ling /,CTION: /_ / -� C1�iSA SUBJECT: APPOINTMENT PROCEDURE FOR BOARDS, COMMISSIONS AND COMMITTEES BACKGROUND In addition to the Maddy Act, the City presently follows Moorpark Operating Procedures (MOP) #7 as the advertising and appointment policy for citizens to appointive positions on boards, commissions and committees. The Maddy Act takes into consideration that citizenry may not be aware of the opportunities for participation on advisory boards and commissions, and requires a yearly posting of both regulatory and advisory boards and commissions open for appointments by the City Council. The Maddy Act also requires the posting of an unscheduled vacancy notice within 20 days after the occurrence of a vacancy. MOP #7 prescribes the annual posting consistent with the Maddy Act requirement; the posting of a notice of an expiring term and an advertisement in a newspaper of local distribution at least one month prior to the expiring term; the submittal of a City application and a letter of interest from an applicant containing a brief statement of an applicant's philosophy and relative information regarding the appointive positions scope of work; and the required unscheduled vacancy notice posting. To expand upon our current policy and practice the following could be implemented: 1. That the City Clerk maintain a resource list of citizens who have expressed an interest in serving as appointees on advisory boards, commissions and committees. To facilitate the creation of the resource list, the assessment district mailer (which is mailed to every household in the City) scheduled for May distribution, could include a request for persons interested in serving as a City Council appointee to contact the City Clerk. 2. That a press release on every vacancy be prepared and sent to the Moorpark News Mirror and all other papers of local distribution regarding an expiring or unscheduled vacancy. PAUL W. LAWRASON JR. That the Moorpark Citizen -link Computer (which should be operational by the end of April) carry the yearly appointment list and a request for communication with the City Clerk in the event a citizen has an interest in being placed on the appointee resource list. 4. That a notice regarding every vacancy be cablecast on the City's governmental and information channel (Channel 10) along with the request for communication with the City Clerk in the event a citizen has an interest in being placed on the appointee resource list. A City -link request for information was made regarding commission, board and committee appointments. Several cities responded that a council committee (Appointments Committee) reviews applicants for appointive positions and then submits the names and background material on recommended candidates to the full council in written form. Consistent with Brown Act requirements, the Council cannot meet as a quorum to discuss appointments outside the City Council meeting forum. In Moorpark, the elected mayor has the appointing authority subject to approval of a majority of the City Council and the practice is that only the Mayor may make nominations. At the end of each calendar year, a list will be prepared and posted at the Community Center and Library of all citizen appointive positions and their expiring term of office as well as any requirements for the position. The list shall remain posted fol the month4of January. 2.
