STREET AND STORM DRAIN AND SIDEWALK
IMPROVEMENTS (PHASE I)

Last Summer the City Council considered design options (overlay,
reconstruction, etc.) for the improvement of Charles Street. At
that time staff was directed to-proceed with a project design for
the reconstruction of Charles Street in a manner which retained as
many trees as possible. The project design developed with input
from the Public Works / Facilities Committee. With the Committee's
recommendation, the final draft design was reviewed and approved by
the City Council on November 6, 1991.
The limited funds available do not permit the construction of the
entire project at this time_ The project has, therefore, been
separated into phases. Phase I construction will extend from
Moorpark Avenue to a point just east of Bard Street. Further
details on the design criteria is set forts: in the November 6
report.
NOTE: The engineering plans for this project will be
distributed to the City Council under separate cover.
DISCUSSION
The storm drain plans include the installa-ion of 24" and 34"
reinforced concrete pipe between Bard St. and Walnut St. This
drain includes catch basins and appurtenant laterals to improve
collection of the surface run -off. The new storm drain: will tie
into the existing 71x 6' reinforced concrete box drain, at Walnut
St.

Street improvements include: new curb & gutter, sidewalk, cross
gutters, new handicap ramps, new driveway aprons, striping, tree
wells and root guards, and the relocation and adjustment of in-
terfering utility structures.
Some key project design elements are discussed in more detail as
follows:
1. Due to the elevation difference from the north parkway to the
south parkway, different curb heights are proposed. The
northern curb will be 8" high and the south curb will be 6"
high. The cross slope of the street will also be different on
the north side than the south side. To provide positive
drainage to the gutters from both the centerline of the street
and from the parkways, the cross slope of the north side of
the street will be 1.5% and the south side will range from 2%-
3.4 %. This is in the range of acceptable practice in such
conditions where common elevations on each side of the street
are not feasible.
2. The design attempts to salvage all trees where practical. Two
trees however have been targeted for removal because of
conflicts with the improvements. Five new trees are to be
planted as shown on the plans. Tree wells and mounding of
earth around the trees is required where elevations are a
problem. It is also necessary to bend the curb around one
very large tree in front of 171 Charles St. to salvage the
tree. (Some tree trimming and perhaps even additional tree
removals may be required if root pruning, required for the
improvements, impair the health of the trees.)
FISCAL IMPACT
A. Proiect Cost Estimate: The following is a summary of the
estimated total project costs allocated to proposed funding
sources.

B. Project Funding:
• CDBG -- The City has allocated a portion of its CDBG funds
for the construction of street improvements. Expenditures to
date include the construction of handicap access improvements
throughout the City and a portion of the Avenida Colonia/
Nogales street improvement costs. The amount of street
improvement CDBG funds remaining is $140,926. It is
recommended that this amount be used on the Charles Street
project. In addition, it is recommended that a portion of
next year's CDBG appropriation be used on this project (see
Gas Tax).
Gann -- The amount of Gann funds available for street
improvements is $250,000. The direction of the City Council
was to first use these funds for planned improvements on
Avenida Colonia /Nogales, with the remainder to be used for
improvements to Walnut Street and Charles Street. The amount
of funds required for the Avenida Colonia /Nogales project was
$115,527, leaving a balance of $134,473. With the deferral
of the Walnut street improvements, it is recommended that
these funds be directed toward the Charles Street project.
• Transfer of Funds -- As a separate matter, the City Council
is being requested to consider approving the allocation of
$50,000 in Gann funds to the Boys & Girls Club in exchange
for the early repayment of a $50, 000 loan from the CDBG fund.
If approved, the amounts of available Gann and CDBG funds
mentioned above would be adjusted upward and downward by said
amount, leaving the net funds available for the Charles
Street project unchanged. The net result of this action will
be the allocation of a larger amount of CDBG funds for an
existing project. Staff is in support of this action in that
it reduces the number of projects encumbered by CDBG
regulations.
Gas Tax -- The remainder of the project funding would come
from the Gas Tax fund. At present only $55,000 in Gas Tax
funds has been appropriated for this project. An additional
appropriation (approximately $50,000) will be required to
completely fund the project. It is recommended, however,
that a portion of next year's CDBG funds be used for this
project. If approved, this will reduce the amount of Gas Tax
required. Staff recommends that the funding source for this
additional appropriation be deferred until the 1992/93 CDBG
allocations are determined by the City Council.

PROJECT SCHEDULE
The scheduling of the Charles Street improvements have been
programmed to begin after the High Street project is completed.
The Charles Street project is planned to start in June and be
completed in September.
RECOMMENDATION
It is recommended that the City Council take the following action:
1.
ApRrove the project design plans.
2. Direct staff to seek and obtain (City Staff effort) private
construction easements where required;
3. Defer the appropriation of additional funds until the award
of contract; and,
4. Authorize staff to proceed with advertisement for receipt of
bids for the subject project.
