The difference in elevations between Los Angeles Ave. and the Arroyo are not conducive to rapid runoff. Therefore, the drainage tends to pond, filling up the low areas before flowing on toward the Arroyo. Once improvements along Los Angeles Ave., in the vicinity of Park Lane, were completed the drainage still flowed in the same direc- tion. However, the drainage on the curb returns of Park Lane was directed to the gutter and southerly along the street. The con- centrated drainage now is deposited onto unimproved private property at the end of the paved dedicated street right -of -way. The topography in this area does not allow simple solutions that will permanently resolve the problem. When sufficient develop- ment has occurred to fund the project, drainage improvements will be built which will permanently address the drainage issues. Un- til that time very slow runoff and ponding will occur. EXISTING CONDITIONS After the recent street improvements were constructed on Park Lane south of Los Angeles Ave., as a condition of the carwash in- stallation, the surface drainage flowed on the extended section of the paved street farther south before it dispersed on private property. Once the water ran off of Park Lane, it flowed into the low areas and ponded as before. The ponded areas are in dif- ferent places due to the extension of Park Lane in front of the carwash. One of those ponded areas is in front of the entrance to the church adjacent to the carwash. The Church has complained that their overflow parking can not use the vacant lot to the east (which they currently have permission to use) when water ponds and creates mud. Tom Councilmember Councilmember Councilmemti• Mayor Mayor Pro Tem CONCLUSION In order to provide a temporary solution to this problem, it is recommended that clean gravel be placed in sufficient quantities to fill the low areas in front of the church. This type of gravel has very little fine material, which will allow water to move or migrate under and through it. Placing this material in the street and the undedicated and unimproved portion of future Park Lane, will both displace some water away from the Church ac- cess point, and will provide a means for vehicles to "bridge" the ponding area. RECOMMENDATION If public benefit can be determined, approve the placement of gravel at the subject site, location to be determined by the Director of Public Works, subject to the following: 1. Cost not to exceed $500.00 2. Signed approval and waiver by the property owner in a form approved by the City Attorney.
