Reynolds Jr., Management DATE: March 26, 1992 'i 21F doo W, �-- t,CTION: Analyst � SUBJECT: Consider Moving the Pay Phone at Griffin Park Summary The following report clarifies a previous report to Council regarding the location of the pay phone at Griffin Park, and recommends that staff select a new location for this phone, that places it closer to the new improvements. Background On May 9, 1990, the Director of Community Services submitted a report to the Council regarding the installation of pay phones at various City parks. In this report, a location for the phone at Griffin park was shown in an exhibit to the report, but was not made part of the recommendation adopted by the Council. Therefore, it was implied that the Council directed staff to place the phone in a specific location, but the location was not part of the Council's action to install the phone. Currently, the phone is located on the northern portion of the park, near the intersections of Campus Park Drive and Collins Drive. Due to the construction in the area, the phone has not been in service for several months. Discussion Currently, there is a lot of construction activity in and around this park. Work has already been initiated to construct Collins Drive as part of the freeway project. The City has recently completed the construction of a rest room and a picnic pavilion at the park. The phone is currently located near the Campus Park Drive /Collins Drive intersection. Being at the north side of the park, in consideration of the new improvements being located at the south and eastern portions of the park, the current pay phone location is not in close proximity to the majority of activity anticipated to be generated by the tot lot, basketball, pavilion and rest rooms. In review of the May 9, 1990, report, staff has concluded that the PAUL W. LAWRASON JR. JOHN E. WOZNIAK SCOTT MONTGOMERY BERNARDO M. PEREZ ROY E. TALLEY JR. Mayor Mayor Pro Tern Councilmember Councilmember Councilmember Council may wish to delegate the selection of the precise location of the phone to City staff. In this way, a central location near the rest rooms can be selected, and if unforsee:- impediments delay or cause new locations to be considered, staff would have the authority to find the best location for the phc:ie, and be able to move it without returning to Council for specific direction. The cost of relocating the phone would be minimal, and absorbed by routine maintenance staff operations, in conjunction with Pac -Bell. Recommendation That the Council authorize staff to find a new location for the pay phone at Griffin Park that is in close proximity to the new improvements, and proceed in making this change.
