Lindley, Assistant to the City Man ager DATE: March 26, 1992 (April 1 Council Meeting) SUBJECT: Consider Amendment to the Agreement Between the City and the Southern California Regional Rail Authority ( SCRRA) Summary The City has an agreement with the Southern California Regional Rail Authority ( SCRRA), approved on November 20, 1991, to design and construct the rail platform. Staff is requesting that Council amend the agreement to include the design and construction of the rail station parking lots and approve the construction of the necessary platform extension to acquire AMTRAK service. Background The City's agreement with the SCRRA is specifically for the design and construction of the center rail platform. As stated in the March 4 1992, staff report, the total cost of the 425 foot platform is $434,112. In regards to the AMTRAK platform extension, both Caltrans and the SCRRA are urging the City to extend the center platform to 600 feet as apposed to extending the existing side platform. The extension of the center platform will cost $100,000, bringing the total cost of the center platform to $534,112. On March 19 the California Transportation Commission (CTC) approved the City's request for $280,000 in Transportation Capital Improvement Funds (TCI). Along with the funding approval, the CTC specified that the funds could only be used for the design and construction of the rail platform, including the AMTRAK extension. The remaining $254,112 in platform construction costs will be covered by the cost savings projected for the Moorpark layover facility. The funds used to construct the layover facility are Proposition 116 Bond Funds allocated to Ventura County. Under this funding scenario, City funds will not be required to design and construct the commuter rail platform or the AMTRAK extension. The funding scenario does not change regardless of whether the City extends the existing side platform or the new center platform for AMTRAK service. Staff has been working to secure a funding source for the design and construction of the rail station parking lots. The existing parking lot, which will hold approximately 50 cars, will require improvements and an additional 250 parking spaces will need to be constructed. To accomplish this the City will need to develop the adjacent vacant lot and /or the vacant lot south of the tracks. Caltrans has $300,000 available for the construction of a "park and ride" lot and has expressed its willingness to locate the lot at the City's rail station. This lot would provide much of the needed parking spaces for the rail station. Ventura County residents would use the lot to ride the commuter train and to connect with car and van pools. In order to be eligible for this funding source the project must be under contract (funds encumbered) by June 30, 1992. The funds from Caltrans along with the $200,000 in City TMS funds designated by Council in September 1991, and $36,000 in STA funds brings the total funds available for design and construction of rail station parking to $536,000. Preliminary estimates indicate that the available funds could provide approximately 250 parking spaces - improvement of the 50 spaces in the existing north lot and an additional 200 spaces south of the tracks. The ideal number of parking spaces, 300, would cost approximately $696,820 (Attachment A). If the City is unable to fund the total cost of constructing 300 parking spaces Council may choose to develop the parking lots in phases. Final parking lot costs will be determined after the lots have been designed. There may be several options available for the placement of the parking lots; i.e., developing the vacant lot north of the tracks and /or developing parking south of the tracks. These alternatives will be presented to Council for approval in May, along with the parking lot design plans and expenditure of funds. Staff met with the Transportation Committee on March 17 to discuss the construction of the rail parking lots. It is the r- recommendation of the Committee, based in part on the tight time- line for the expenditure of the funds from Caltrans, that the City -- Amendment to SCRRA Agreement March 26, 1992 Page 3 amend its agreement with SCRRA for design construction of the parking lots to include but not limited to grading, survey work, drainage, lighting, paving, sidewalk construction, landscaping, security fencing, and striping. The Committee was also in agreement with staff to extend the 425 foot center platform to 600 feet to accommodate Amtrak service requirements. The TCI funds will cover the cost of the Amtrak extension. Extending the center platform for Amtrak service will not require City funds nor will it decrease the funds available to construct the parking lots. In summary, the 600 foot platform will cost $534,112 and will be funded with the City's $280,000 TCI award and the remaining $254,112 from Ventura County's Proposition 116 Bond Funds. The design and construction of the parking lots will be limited to a cost not to exceed $536,000 which is comprised of $300,000 from Caltrans, $36,000 in City STA, and $200,000 from the City's TSM revenues. Recommendation The Transportation Committee and staff recommend that Council direct the Mayor to sign the amendment to the City's agreement with SCRRA, subject to form and language review and approval by the City Attorney and the City Manager to include the following: 1) at a cost not to exceed $534,112 for design and construction of a 600 foot center rail platform, 2) at a cost not to exceed $536,000 for design and construction of parking facilities as outlined in this staff report, and 3) direct staff to identify options for the placement of the rail parking lots and return to Council for review and approval of design plans.
