SUBJECT: PROPERTY TAX REVENUES AND COUNTY IMPLEMENTATION OF
THE PROVISIONS OF PROPOSITION 90
BACKGROUND
The City received the attached letter from Richa -,I- Wittenberg
informing us that the County Board of Supervisors haF erected that
steps be taken towards implementing the provisions a Proposition
90. This proposition deals with the transfer of the property tax
base year value to a newly purchased or newly constructed principal
residence of property owners who are age 55 or old -. as well as
those who are severely and permanently disabled. Existing law
allows such a transfer if both the original and nec: g ) P-operty are
located within Ventura County. The proposed chancy: expands the
benefits to include the situation where the original property is
located outside the County.
As this proposed change could have the affect of reducing the
property taxes distributed to local governmental - encies, the
Board of Supervisors has requested input from all agencies and
districts who would be affected. Unfortunately the County has
provided us with a very short lead time -- we receiv =-id the subject
letter on March 24th and the Board has scheduled hearings for March
31st at 10:00 a.m. (regular Board of Supervisors meet rig date).
In response to my request for any analysis done re :.tive to the
impact on local agencies, Mr. Wittenberg's staff replied that no
analysis had been done. A time extension was requested for
submittal of written comments but it is my understanding that
anything submitted after the March 31st hearing date may be too
late for consideration should the Board determine to take action on
that date.
RECOMMENDATION:
Direct staff as deemed appropriate.

agency, to be present and provide your views on the proposal. If
you cannot be present, you may submit written comments for
consideration at the scheduled hearing.

Dear Supervisor Howard:
I am in receipt of a letter from Richard Wittenber;- (dated 112-: ch 23, 1992) notifying the
City of a hearing scheduled for March 31, 1992 regarding the implementation of the
provisions of Proposition 90. The City has been requested to provide input on this matter
but as the next meeting of the City Council is not until April 1tt and written analysis has
not been provided by the County, we are concerned that we do not have adequate time to
respond.
On April 2, 1992, we will communicate to your office and'1r. `i ittenberg's office any action
taken by the Council on April 1st.
