Reynolds Jr., Management Analyst DATE: April 8, 1992 (805) 521 OPARK, CALIFORNA Clty Coun it Meeting of 199? - ACTION: i SUBJECT: Consider Relocating the Payphone at North Meadows Park The following report requests that the Council direct staff to relocate the payphone at North Meadows Park from Mountain Trail Street to the general vicinity of the new restroom facility. This request has been brought forward by staff after the completion of the new restroom facility, and in response to concerns from a resident living near the current location of the phone. Background In 1991, the City completed the installation of the payphone at North Meadows Park, in the general vicinity of the location indicated by staff in Attachment "A." This location was selected because it was nearest to the phone cable located underneath Mountain Trail Street. By keeping the phone adjacent to the location of the phone line access, the cost of the original installation was kept to a minimum, and did not interfere with improvements to the park that include the new pavilion and restrooms. Shortly after the installation of the payphone, staff was requested to review the impact of the location upon the residents living on Sunnyglen Drive and Mountain Trail Street across from the park. The residents expressed to staff that the phone attracts people at odd hours of the day and night and this can cause a disturbance to the neighbors, (apparently some of the phone users bring their tape players and /or radios and play loud music while on the phone). Staff previously informed the residents that when the restrooms were completed, that a request would be made of the Council to consider moving the phone near the new facilities, in a more centrally located part of the park, closer to the parking lot. Discussion The rest rooms have recently been completed, and staff has reviewed various considerations for the proposed move of the phone. It was determined that the most efficient place to move the phone would be a location that would not involve the crossing of cement or asphalt improvements. A location can be selected in the general vicinity of the rest rooms that would allow the phone to be seen from most areas of the park, away from the open space and ball field activities, and be close to the parking lot. Locating it on the southeast side of the facilities is best for this reason. A cable can be placed in approximately 360 feet of trench without crossing any side walks, leading the new proposed phone location to the "T" in the sidewalk where the rest room walk meets the original walkway, or, by crossing the sidewalk in front of the restroom, it can be placed on the south east corner of the facility, (as depicted in Attachment "A"). The estimated expense for this improvement can be absorbed by the maintenance and operations budget, estimated not to exceed $400. Because the precise location may vary due to unforseen obstacles that can occur while trenching, staff is asking that the Council give discretion to staff in selecting the precise location of the phone. This will allow staff to make any adjustments if needed, with the understanding that the general location will be near the restrooms. Recommendation That the City Council direct staff to relocate the payphone at North Meadows park in the general vicinity of the new restroom facility. Attachment "A" Diagram of North Meadows Park
