SUBJECT: Consider Request to Remove Billboard
Summary
® The City Council is being asked to consider submitting a request to
the Ventura County Transportation Commission (VCTC) to remove the
billboard on the east side of Moorpark Avenue, north of the
Southern Pacific Railroad tracks.
Background
VCTC purchased property in Moorpark from the Southern Pacific
Railroad Company which includes the parcel along High Street from
Egg City's grain silo to west of Kahoot's. On September 13 , 1991 ,
Council approved a purchase option agreement between the City and
VCTC for the "non rail-related" property on the parcel . The option
agreement excludes any property within the operating right-of-way,
a 40 foot corridor along the railroad tracks.
The billboard located on the east side of Moorpark Avenue, north of
the Southern Pacific tracks, is within the 40 foot track right-of-
way which is owned by VCTC. The Commission has taken action to
transfer the rail-related property, including the track right-of-
way to the Southern California Regional Rail Authority (SCRRA) .
Before that action is finalized, staff is requesting that Council
consider submitting a request to the VCTC to remove the billboard
on Moorpark Avenue.
Foster & Kleiser is leasing the billboard property from VCTC for
$130 per year as a continuation of the prior agreement with the
railroad. Pursuant to the agreement, the lease can be terminated

with 24 hours notice. VCTC staff has indicated that they are not
aware of any objections to terminating the lease but such action
would require the approval of the Commission.
The billboard is not in character with the downtown revitalization
plan. If the Council chooses to delay action to the remove the
billboard, any future request would have to be made to the SCRRA.
This item was discussed and recommended by the members of the
Transportation Committee.
Recommendation
Staff and the Transportation Committee recommend that City Council
direct the Mayor to write a letter to the Ventura County
Transportation Commission requesting the removal of the billboard
on Moorpark Avenue.
