Reynolds Jr., Management DATE: April 7, 1992 (805) 529 -WARK, CAUFORNIA ::ity Co cil Meeflng T 199 � .•,CTION: l ,f Analyst ;y SUBJECT: Consider the Reappropriation of Community Development Block Grant Funds, ( "CDBG") from Program Years 1987/88, 1989/90 and 1990/91 Summary Pursuant to Council direction April 1, 1992, staff has met with Budget and Finance Committee (Committee) on Monday, April 6, 1992, to consider the final reappropriation of an estimated $5,925.57 in past surplus CDBG funds in past years. This report presents the Committee's recommendations for the reappropriation of the CDBG funds. The Committee's recommended uses has been combined with programs proposed for the 1992/93 CDBG funding cycle, because as requested by staff, the Committee evaluated the 1992/93 program appropriations concurrently with the reappropriation amounts. In a separate report to the Council, staff has summarized the Committee recommendations of all CDBG program years including proposed adjustments for the Council's consideration. Background Staff presented the Council with a conclusive evaluation of the subject CDBG programs which resulted in public hearing to consider the reappropriation of funds. It was presented by staff that approximately $5,925.57 remains from programs that have been completed by the City. Of these funds, the following programs experienced a surplus; 1987/88 Virginia Colony Street Improvements $1,795; 1989/90 Vocational Training $562.57, and; 1990/91 Removal of Architectural Barriers $3,568. In total, there remains $562.57 that can be used for public services and $5,363 that can be used for other eligible City projects. Discussion Although the amount of funds insignificant in comparison to of $184,334, these funds were that would become significant other CDBG funds. to be reappropriated seems to be the 1992/93 anticipated grant amount evaluated by the Committee in a way to the community when combined with PAUL W. TALLEY JR, Mayor Mayor Pro Tern Councilmember Councilmember Councilmember The surplus public service dollars are recommended for use by the Committee to help make up some of the deficiencies in the 1992/93 grant funds, when the available funds are compared to the requested amounts. It was determined by the Committee that these funds would be best used by combining it with a proposed 1992/93 CDBG appropriation to an existing City CDBG service, rather than by itself. The other City funds were considered by the Committee in terms of existing City programs as well. In an effort to focus the use of CDBG on specific projects, these funds have been recommended to be added to the Charles Street improvement program. Moving the funds from past public improvements to an existing program scheduled to begin within the next 3 months, is an efficient and quick way to use the grant monies from prior years. Recommendation That the City Council consider the reappropriation of the 1987/88, 1989/90 and 1990/91 funds in conjunction with the 1992/93 program appropriations in the following way: 1) Public Services, ($562.57 available from 1989/90) Legal Services $562.57 2) Other Eligible CDBG Programs, ($5,363 available, $1,795 from 1987/88 and $3,568 from 1990/91) Charles Street Improvements $5,363
