Kellerman Q/ J• DATE: April 9, 1992 / SUBJECT: APPLICATION AND PROCEDURE FOR APPOINTMENT TO CITY BOARDS, COMMISSIONS, AND COMMITTEES BACKGROUND At its meeting of March 25, 1992, the Council considered the procedure for appointments to boards, commissions and committees. Staff was directed to prepare an application form to be used for prospective appointees and to update Moorpark Operating Procedures (MOP) consistent with the Council's discussion at that meeting. RECOMMENDATION Receive and file the report and approve the proposed application form and revision of MOP No. 7. ATTACHMENTS 1. Excerpt from City Council Minutes of March 25, 1992. 2. Consider Appointment Procedure for Boards Commissions and Committees. Staff Recommendation: Direct staff as deemed appropriate. 4 Ms. Kellerman gave the staff report saying that staff recommended expanding upon current policy and practice by implementing the following: 1. That the City Clerk maintain a resource list of citizens who have expressed an interest in serving as appointees on advisory boards, commissions and committees. To facilitate the creation of the resource list, the assessment district mailer (which is mailed to every household in the City) scheduled for May distribution, could include a request for persons interested in serving as a City Council appointee to contact the City Clerk. That a press release on every vacancy be prepared and sent to the Moorpark News Mirror and all other papers of local distribution regarding an expiring or unscheduled vacancy. 3. That the Moorpark Citizen -link Computer (which should be operational by the end of April) carry the yearly appointment list and a request for communication with the City Clerk in the event a citizen has an interest in being placed on the appointee resource list. 4. That a notice regarding every vacancy be cablecast on the City's governmental and information channel (Channel 10) along with the request for communication with the City Clerk in the event a citizen has an interest in being placed on the appointee resource list. Councilmember Perez said that the City has been fortunate in the past with the persons selected for Boards, Commissions and Committees. He indicated that in future he would like to know a little more about proposed appointees before the appointment was to be voted on. Councilmember Montgomery asked if the Mayor would be willing to make a nomination at one meeting and then defer on a vote until the subsequent meeting to allow the Council the oppd'r`tunity to become more familiar with the person being nominated. Mayor Lawrason asked if an application form could be developed for the appointment procedure. CONSENSUS: By consensus the Council determined to direct staff to incorporate the four points listed by Ms. Kellerman in Moorpark Operating Procedures (MOP) and to prepare an application form for citizen appointees and suggestions for the process of nomination consistent with the discussion this evening. a MOP MOORPARK Mop NO. 7 OPERATING PROCEDURE DATE: SUBJECT: ADVERTISING AND APPOINTMENT POLICY FOR CITIZEN APPOINTMENTS TO BOARDS, COMMISSIONS AND COMMITTEES 1. At the end of each calendar year, a list will be prepared and posted at the Community Center and Library of all citizen appointive positions and their expiring term of office as well as any requirements for the position. The list shall remain posted for the month of January. 2. Not later than one month prior to the expiring term of office of a citizen appointee, the City will post a notice of the expiring term and advertise in a newspaper of local distribution for interested persons in the appointive position. 3. Interested persons will be asked to submit a City Board, Commission, and Committee Application. 4. When an unscheduled vacancy occurs on the Planning commission or Parks and Recreation Commission, notice will be posted in compliance with the Maddy Act requirements. 5. The City Clerk shall maintain a resource list of citizens who have expressed an interest in serving as appointees on advisory boards, commissions and committees and will have them complete an application. The annual assessment district mailer will include a request for persons interested in serving as a City Council appointee to contact the City Clerk. 6.
