SUBJECT: CONSIDER USE OF SOUTH VILLAGE MULTI - FAMILY AS
BORROW SITE FOR USE IN GRADING AT WEST VILLAGE
MULTI - FAMILY SITE. (TRACT 4792)
ISSUE:
The applicant, Urban West Communities, has requested the City
Council allow it to move 53,000 cubic yards of earth from the South
Village multi - family site (TR 4637) for use in grading operations
at its West Village multi - family site (Tract 4792). (See attached
request.)
BACKGROUND:
On February 5, 1992 the City Council approved Tentative Tract No.
4792. This past month the applicant has submitted a grading plan
which conforms to the originally approved tentative map and
elevations for Tr. 4792. Implementation of the grading plan will
require the import of approx. 53,000 cubic yards of fill material.
The applicant has requested they be allowed to obtain this material
from the South Village site ( Tr. 4637 ) which lies across the street
from Tract 4792 and west of the new fire station. (See attached
sketch.)
The South Village and West Village locations have previously been
used as borrow sites for grading on Urban West Tracts 4341 -2 and
4341 -3. Council approved this use at it meeting of January 3,
1990. (For a history see attached City Council memos dated Nov.
28, 1989 and Jan. 3, 1990.)
ANALYSIS•
During recent conversations with the applicant's engineer they
indicated the plans for Tentative Tract 4637 are being abandoned
and a different proposal, possibly single family homes, is being
prepared for the site. Staff feels that the use of the earth from

the South Village site presents no disadvantage to the City
provided the new plans will conform to contours created by the
borrow operation and that no new fill is brought to the site.
Some inconvenience may occur to local residents in addition to the
school. Since the planned duration of earth movement is planned to
last only three weeks, staff anticipates that the impact can be
minimized by correct conditioning and monitoring of the operation.
The applicant has already contacted the school and has received a
favorable response to the work, provided flag men are posted during
hauling hours.
FISCAL IMPACT:
No fiscal impact is anticipated due to the close proximity of the
two locations. Grading inspection fees for TR 4792 will be
sufficient to monitor the haul operation.
RECOMMENDATION:
It is recommended that the City Council approve the following:
1. The grading plan for TR 4792 shall utilize only South Village
(TR 4637) as a borrow site.
2. A Traffic Control Plan be submitted to the City Engineer for
review and approval prior to finalizing the grading plan for
Tract 4792. The plan shall include times of operation, a map
showing all haul routes across Mountain Trail, the method and
schedule upon which residents will be notified, dust control
measures, and a street sweeping schedule for Mountain Trail.
3. Urban West Communities be required to repair to original
condition, satisfactory to the City Engineer, any and all
damage to Mountain Trail St. and deposit a bond to guarantee
completion of any damage repair work.
4. Developer shall cause future plans for the borrow site to
reflect elevations on the newly approved borrow plan.
5. All drainage and erosion control devices now in place on the
borrow site be modified to be in effect once the removal of
material has been completed.
6. The issue of export from the South Village site does not
modify Urban West Communities' current obligation to complete
.. construction, or conditions of approval for Tracts 4340, 4341,
4342.
7. Urban West Communities be required to contact each utility in
the area of the truck activity and receive a response from
each that they have tested their respective utilities and find
them to be in proper operating order. These written responses
are to be submitted to the City Engineer prior to exoneration
of the bond for damage repair on Mountain Trail St. It is
understood that any problems found during this test procedure
will be resolved by the respective utility and Urban West
Communities prior to bond exoneration.

Village Tract 4632.
As stated, both tentative maps are approved and the export of approximately
50,000 yards± from the South Village Tract to the West Village Condo site will
achieve a near balance condition for both developments.

Dear John:
Pursuant to our discussions, Urban West Communities is requesting a
grading modification for Tracts 4341 -1, 2 and 3 of our West Ranch project.
Our request consists of three parts:
1. Approval of a revised grading plan for Tracts 4341 -1, 2 and 3,
.-� which reduces the grading elevation approximately 3.5 feet and
requires placement of only 90,400 cubic yards of material to bring
the area to grade.
2._ The issuance of a borrow site permit for Tract 4142 -8 (South
Village Multifamily site) which would allow Urban West
Communities to remove approximately 40,000 cubic yards of
material for placement on Tract 4341.
3. The necessary encroachment permit.
As you are aware, the West Ranch is very close to being a balanced site.
By utilizing the 40,000 cubic yards of material from Tract 4142 -8 in
addition to the approximately 20,000 cubic yards of soil that will be
generated during West Ranch construction and existing stockpiled material,
the 90,400 cubic yards of material can be generated without inporting soil
from an outside location.
This plan also leaves an adequate amount of material available to facilitate
the ultimate design of Tract 4142 -8.

effect for 5 years following completion of this work to
cover any possible future damage;
6. As determined by the Council, UWC agrees to return (import)
to the South Village multi - family site up to the same amount
of dirt that is "borrowed" from the site at time of
construction. This does not preclude the Council from
requiring additional export from the South Village
multi - family site determined as part of any approval action
of a PD for this site; and
7. The issue of import or export from the South Village
multi - family site does not modify IIWC's current obligation
to complete construction of multi- family dwelling units
pursuant to conditions of approval for the Vest Village
(Tracts 4340, 4341 and 4342).
8. That UWC be required to contact each utility in the area of
the truck crossing on Mountain Trail Street and receive
written response from each utility that they have tested
their respective facilities and are found to be in proper
operating order. These written responses to be submitted to
the City Engineer prior to exoneration of the bond for
Mountain Trails Street. It is understood that any problems
found during this test procedure will be resolved by the
respective utility and UWC prior to exoneration of street
bonds. -

Over the past several months, Urban West Communities (UWC)
has been investigating methods to mitigate a shortage in
available earth to complete the grading of their West
Village site. An estimated 117,000 cubic yards of earth is
required to complete the project.
To complete the West Village grading, UWC is proposing the
following:
1. Remove 60,000 cubic yards of earth from the South
Village multi - family site.
2. Utilize approximately 40,000 cubic yards of earth
presently stockpiled on the West Village multi - family
site. This fill material was removed from the West
Village Commercial site.
3. Accumulate approximately 20,000 cubic yards generated
by the excavation of house slabs and utilities in the
remainder of the West Village project.
4. All earth removed from items 1 to 3 above to be placed
in Tract 4341 -2 and 3.
An exhibit illustrating the above is attached for your
review.

It should be noted that in executing the above plan, Tract
4341 -2 and 3 would be graded approximately two feet below
approved grading plan elevations. All other areas within
West Village would be graded to approved plan elevations.
With this program, import truck trips will be localized to
south of Tierra Rejada Road with only one roadway crossing.
Overall, the original grading concept for West Village is
maintained and the use of the South Village multi - family as
a borrow site allows for an orderly and contained export of
excess fill material.
DISCUSSION
The grading plans for West Village (Tract's 4340, 4341 and
4342) were approved in August, 1988. At that time, an
estimated 1,500,000 cubic yards were to be moved within the
boundaries of this site as a balanced project. With a
balanced project, it was anticipated that all grading
operations would be contained within the West Village area
with no import or export of material.
With the majority of the rough grading almost completed, it
has been estimated that approximately 117,000 additional
cubic yards will be needed to complete the project. It
should be pointed out that in large earth moving operations
such as this, it is not unusual for earthwork quantities to
be revised upward or downward as the project nears
completion.
The proposed plan is to utilize the South and West Village
multi - family designated sites as the borrow sites.
Additional material quantities would be generated from the
excavation of house pads and utilities throughout the
remainder of the West Village project. Under this plan, all
grading operations would be contained within the West
Village area except for the import from the South Village
multi- family site.
The truck trips from the South Village site are proposed to
occur at one location and would require the crossing of
Mountain Trail Street. Mountain Trail Street is still under
bond with the developer and any ensuing damage resulting
from this import operation would be repaired by the
developer.

Presently, the Director of Community Development is
requesting that the grading plans for the South Village
multi - family site be revised to contain a terrace effect, 8
to 12 feet in height. Urban West Communities has not been
willing to comply with this request preferring a level sheet
effect, sloped only gradually for drainage. The standard
procedure would be to decide whether the grading plan
includes these terraces or not as part of the PD decision
for the South Village multi - family site. In the interest of
accommodating the UWC time table, staff is suggesting that
City Council consider allowing staff to work out a grading
plan in advance of PD approval, which would provide for
terracing when the City Council considers a development plan
for the South Village multi- family site.
Based upon preliminary development plans for the South
Village multi- family site, development of this site may
result in the export of excess earth material even with
terracing as recommended by the Director of Community
Development. Therefore, under the proposed plan to complete
grading operations in West Village, this export operation is
contained to a single street crossing rather than truck
trips leaving the area.
