Background
The by -laws of the Southern California Joint Powers Insurance
Authority allows interested cities to apply for membership in the
Authority. Membership applications are reviewed by the Authority
staff and a physical survey is conducted. The Authority's staff
develops a report analyzing the application and the applicant
city's condition. The report is then reviewed by the various
standing committees within the Authority including the Finance
Officer Committee, City Manager Committee, and the Executive
Committee. After review by all of the standing committees the
membership is voted on by the voting delegates from each member
city.
The Authority staff recommended approval and all of the standing
committees voted to accept the application from Chino Hills.
Some reservations were expressed concerning land movement. This is
typically excluded and it is recommended that it be excluded in
this case. Although newly incorporated in November 1991, from the
San Bernadino County Water District #8, the County has provided a
four year claims history on the Chino Hills area. They had one
expensive claim for $107,000 during that period. The most frequent
claims were related to high water pressure. That particular
problem has been corrected by the installation of a ground water
tank.
The Mayor serves as the City's delegate to the Authority and would
cast the City's vote. In the past the Mayor has opposed the
applications of newly incorporated cities that did not have a
claims history. In this case a claims history has been established
and some significant areas of service delivery (police and fire)
have been contracted out and the risk transferred. Mayor Lawrason
has indicated that he will support the membership of Chino Hills.
In the event any member of the City Council wishes to discuss the
Chino Hills application or the Mayor's intended vote this item
should be pulled from the consent calendar. A complete copy of the
physical survey and the Chino Hills application is available for
your review at the City Council desk.
RECOMMENDATION
Receive and file the report.
