Gilbert, Director of Public Works DATE: April 30, 1992 (Council Meeting 5 -6 -92) SUBJECT: Consider Directing Urban West Communities to Proceed with the Construction of the Arroyo Vista Community Park Access Road One of the provisions of the Settlement Agreement between the City and Urban West Communities (UWC) is the construction of the Arroyo Vista Community Park Access Road by UWC. The Agreement requires UWC to commence construction within thirty (30) days of written notice to proceed by the City. DISCUSSION 1. Limits of Project: The Park Access Road is located between the existing park entry road at the northwest corner of the Moorpark High School and the park property. 2. Deeds: Deeds for the Access Road and related slope easements have been conveyed to the City and will be recorded upon receipt of Policies of Title Insurance. Title policies are expected to be received within a few weeks. 3. Design: The scope of the project is generally summarized as follows: Construction of a forty feet wide street (measured curb -to -curb) with curbs & gutters, a sidewalk on south side of the street, street lights and all utilities less the sewer connection which is to be provided from the north side of the arroyo. 4. Construction: UWC has been interfacing with utility companies to finalize the designs for the placement of required utilities in the access road. These efforts are nearing completion. Utility Easements: Certain utility companies have requested that the City grant an easement for the placement of their facilities in the access road. F OMMMTION Staff recommends that the city Council take the following actions: 1. Direct staff to send a letter to Urban West Communities directing them to proceed with the construction of the subject park access road. 2.
