Clty K,�' fCtl Meo ;:r.3 Of M l g9w?/ ACTION: 4/ E v� TO: The Honorable City Council FROM: Richard Hare, Deputy City Mana er DATE: April 30, 1992 SUBJECT: Consider Refund of Fee Paid by Moorpark Active Senior Citizens for Use of the Community Center BACKGROUND On October 29, 1991 the Moorpark Active Senior Citizens (MASC) used the Community Center for the distribution of surplus food as part of the U.S. Department of Agricultures Food On Our Doorstep program commonly known as food share. The MASC paid $115 for use of the facility. On 11/6/91 the Council considered their request for waiver, however, at that time the group was not registered as a non - profit organization and the Council had not adopted guidelines for waiver of fees for non - profit groups for public purposes. At the Council meeting of April 15, 1992 the City Council indicated a desire to reconsider the refund of fees paid by MASC. MASC is now a registered non - profit organization. The use did not require special set up or clean up therefore the staff recommends that the entire fee be refunded if that is the desire of the Council. RECOMMENDATION Refund the entire $115 fee paid by MASC for use of the Community Center on October 29, 1991 for participation in the F.O.O.D. program. April 30, 1992C: \WP51 \REP0RTS \MASCF00D PAUL W.
