Lindley, Assistant to the City Manager DATE: April 29, 1992 SUBJECT: Consider Agreement with Caltrans for a Park - and -Ride Lot Summary The City of Moorpark is working with Caltrans staff to secure $300,000 for a park - and -ride lot. Caltrans requires that both parties enter into a cooperative agreement for construction, maintenance, and operation. Council is being requested to approve the agreement with Caltrans and adopt the corresponding resolution. Background As mentioned in the April 1 staff report regarding the construction and design of the commuter rail parking, Caltrans has $300,000 currently available for a park- and -ride lot. The City must be able to the encumber the funds by the deadline of June 30, 1992. At the April 1 meeting, Council took action to meet the spending deadline by approving an amendment to the City's agreement with the Southern California Regional Rail Authority to include the design and construction of the rail station parking lots. Utilizing the Rail Authority will expedite the bid and design processes. Staff has completed the Right -of -Way Certification process required by Caltrans and is also finalizing the language contained in the cooperative agreement with Caltrans for the opertation and maintenance of a park- and -ride lot. The cooperative agreement requires that the City construct, maintain, and operate the lot for commuter parking for a minimum of ten years. The City must also erect signs which direct commuters to the facility and identify the lot as "park- and - ride". Funds provided by Caltrans may not be PAUL W. LAWRASON JR. JOHN E. Staff has identified the vacant area just south of the railroad tracks, at the site of the rail station, as the future park -and- ride lot. VCTC and the Rail Authority have agreed to include language in the legal tranfer of this property that will stipulate the use of lot for park- and -ride. The lot will provide approximately 200 parking spaces. The total estimated cost for design and construction is $404,140. Caltrans will provide $300,000, and the remaining $104,140 will be funded with STA funds ($36,000) and the City's TSM or TDA funds ($68,140). The existing parking lot on the north side of the tracks will undergo improvements which include an inch asphalt overlay, revamped lighting, new security fencing, re- striping, and landscaping. The lot will provide approximately 60 parking spaces. The estimated total cost for the improvements is $113,837. On October 2, 1991, Council designated by Resolution $200,000 to fund part of the commuter rail capital costs, which can be allocated from current and future TSM funds or TDA funds. The existing parking lot and the adjacent parking lot will not be a part of the park- and -ride facility and therefore will not be emcumbered by this agreement. This item was discussed, and received concurrence by the Transportation Committee on April 27. Recommendation Staff and the Transportation Committee recommend that Council approved the attached cooperative agreement with Caltrans for construction, maintenance, and operation of a park- and -ride lot pending finally language revisions by the City Manager and City Attorney and adopt the attached Resolution.
