OVERVIEW
This report requests adoption of a Resolution to rename certain
City streets (Exhibit 1).
BACKGROUND
Previous action of the City Council directed staff to proceed with
steps necessary to change certain street names as follows:

The purpose of changing the street names of New Los Angeles Avenue
to Los Angeles Avenue, and Los Angeles Avenue and Princeton to High
Street, is to eliminate motorist confusion created by the present
street names.
The purpose of changing the street name of Villa Avenue to Villa
Campesina Avenue, is to make the street name consistent with the
name originally requested for that street.

DISCUSSION
A letter of intent was mailed to the Ventura County Fire Department
notifying them of the proposed street name changes, and asked for
any concerns to be addressed. On April 8, 1992, written
acknowledgement stating concurrence was received from the Ventura
County Fire Department (Exhibit 2).
The Government Code of the State of California does not require
pre- notice or a public hearing to be held for street name changes.
However, as a courtesy to the residents, notices (Exhibit 3) were
mailed to all affected property owners who have mailing addresses
on the affected streets, notifying them of this public hearing to
consider the proposed street name changes.
To date, there has been no written response in support of or in
opposition to the proposed street name changes. In a telephone
conversation with staff, the Moorpark Postmaster expressed his
concern regarding inconvenience to residents resulting from this
change.
Caltrans has expressed no objections. They do, however, desire a
decision as soon as possible so that they can coordinate the name
change for the freeway off -ramp signage.
Should Council adopt the Resolution, staff will notify Caltrans of
the effective date for the street name changes, proceed with
procurement of replacement signs, and be prepared to replace all
affected street name signs July 31, 1992.
RECOMMENDATION
Adopt Resolution No. 92- , renaming certain streets.

Subject: Public Hearing Street Name Change
Dear Property Owner and /or Resident:
The City Council will be considering action to change the name
of your street. You are invited to attend and be heard by the
CITY COUNCIL at a public hearing scheduled for May 6, 1992, 7
p.m. at Moorpark City Hall, 799 Moorpark Avenue, Moorpark,
California 93021.
The names and locations of certain arterial streets in the City
can be confusing to those not familiar with the area. Los
Angeles Avenue changes to New Los Angeles Avenue. Then one -half
mile to the north there is a second Los Angeles Avenue. Further
to the east there is a third, called Old Los Angeles Avenue.
This confusion will be compounded when the freeway is completed.
One off -ramp will be for the newly designed north -south street
called Princeton Avenue / Los Angeles Avenue. At the Collins
off -ramp there will be a sign making reference to Old Los
Angeles Avenue. And then there will be the Route 118 West off -
ramp at New Los Angeles Avenue, which of course leads to the
other Los Angeles Avenue. This is very confusing.
To rectify this situation, it is proposed that the names of
certain streets be changed as follows:

By way of background, the original intent of the City was to
name Villa Avenue, Villa Campesina Avenue. However, due to
certain circumstances, the name "Villa Avenue" was used.
In order to better meet the needs of the residents in the area,
and in an effort to better identify the neighborhood of Villa
Campesina, City Council has recommended that the name of Villa
Avenue (from Liberty Bell Road to Juarez Avenue) be changed to
Villa Campesina Avenue.

Subject: Public Hearing Street Name Change
Mayor Paul Lawrason Jr.:
I am writing you to express Kavlico's concerns regarding the City's
consideration of renaming Los Angeles Avenue to High Street.
Kavlico is adamantly opposed to changing the name of Los Angeles
Avenue.
During the past five years, since relocating to Moorpark, Kavlico has
spent considerable time and money in re- educating our world -wide
customer and supplier base as to Kavlico's new location and address.
We are acutely aware of the expense associated with relocating and
changing addresses. For approximately three years after moving to
Moorpark, Kavlico was still receiving substantial amounts of
correspondence from interested clients and customers at our former
Chatsworth address. This posed a major disruption in the operation
of our organization.
We have given considerable review to the cost in changing addresses
once again and place the amount at approximately $150,000 in actual
hard costs for printing, reproduction, advertising, and distribution.
Additionally, you have the soft costs of labor involvement in
handling thousands of inquires regarding the address change.
Kavlico would have to notify approximately 20,000 vendors and
customers of the address change.
Los Angeles Avenue has an extremely strong name recognition which
all of our business partners can easily identify with. Geographically,

Moorpark. What is proposed here tonight will place an undue
hardship on every business located along Los Angeles Avenue.
We believe that by using the ersisting name of Los Angeles Avenue
and simply adding East and West would make everyone in the
business community happy while providing a clear and descriptive
name indentification for the city of Moorpark.
