SUBJECT: The City of Moorparks' Contribution Toward the Funding of
Management Studies Associated with the Formation of the
Ventura County Waste Management Authority
Background
As you know, the Waste Commission has developed a reorganization
proposal that addresses the creation of a new county-wide Waste
Authority which will incorporate all planning, management, and
operational functions currently performed by the Ventura County
Solid Waste Management Department and the Ventura Regional
Sanitation District. The proposed integrated, single Waste
Authority is designed to provide for coordinated regional
development and implementation of multi-jurisdictional policies,
programs, and facilities necessary for cities and the County to
meet the diversion mandates of AB 939.
At the direction of the Waste Commission, the City Manager\CAO
Committee sought proposals from an independent agency to conduct
organizational studies as identified in the Waste Management
Authority Reorganization Proposal . These included; Management and
Organizational Study, Classification and Pay Study, Fiscal
Management Study, and Funding of the Authority. A subcommittee of
the City Manager\CAO Committee developed and distributed a Request
for Proposals.
On April 16 , 1992, the Waste Commission took action to hire,
pending approval from each jurisdiction, an independent human
resources consultant, Ralph Andersen and Associates to prepare a
Management and Organizational Report (combining the Management and
Organizational study, Fiscal Management, and Funding Studies) , and
a separate Classification and Pay Study.

At the March 19, 1992 , reorganization workshop, Commissioners and
City Managers agreed upon a formula to pay for the studies, with
the costs to be paid by the ten cities and the County. One
recommendation was to have the costs be allocated by population
alone. However in an effort to compromise the concerns of the
smaller cities and larger cities, the Waste Commission approved the
formula to have costs proportioned on the basis of 50 percent
population and 50 percent divided by the number of agencies (11) .
The original costs in the proposal for the studies was $150,000 ,
however the actual costs have been determined at a cost not-to-
exceed $128 ,100, contingent upon funding approval of the member
entities.
Based on the above formula and 1991 population figures, the City of
Moorpark's share is $8, 384 .73 ; $2,562 based on population and
$5,822.73 based on the number of agencies. Moorpark's share is 6.4
percent of the total agency contribution. Had the costs been
allocated based on population, Moorpark's share would have been
$5,124.00 ($128,100/ 4%)
This item will be reviewed by the Public Works and Facilities
Committee at their meeting on Monday, May 4 , 1992 .
Recommendation
It is recommended that the City Council appropriate $8 ,400 from the
General Fund Reserve, as the City's contribution toward the funding
of management studies associated with the formation of the Ventura
County Waste Management Authority.
